Present: Senators Thomas, McKellar, Hayden, O'Mahoney, Maybank, Ellender, Hill, McClellan, Robertson, Bridges, Gurney, Reed, Ferguson, Wherry, Cordon, and Saltonstall.

STATEMENT BY THE CHAIRMAN

Senator THOMAS. The committee will be in order.

We have before us this morning the bill for the National Military Establishment for 1950. This bill is rather large, so far as the amount of money being requested is concerned, but it embraces the entire National Military Establishment. That covers the National Security Council, the National Security Resources Board, and the Secretary of Defense, with his various departments, embracing the Department of the Army, the Department of the Navy, the Department of the Air Force, the National Guard, the Organized Reserves, and other civilian components that go to make up the over-all National Military Establishment.

The House held extensive hearings on this bill. The House committee began these hearings on January 31, and held hearings almost constantly on every working day until March 24, or for approximately 2 months.

The House had its hearings printed in four volumes. The total testimony taken by the House covers almost 3,000 pages.

Inasmuch as this committee will have only a relatively few days in which to consider this bill, it occurs to me that we should make the House hearings a part of our hearings just for the record. I do not mean to have them reprinted but to make them officially a part of our hearings so that they can be referred to as the hearings before the Senate.

Without objection, that order will be made.

Now, the House submitted a rather comprehensive committee report on the bill. Some changes have occurred in conditions since the House made its report. I think some supplemental estimates have come in and there have been published some supplemental authorizations.
