The subcommittee met at 11.30 a. m. Present: Senators Burnham (chairman), Warren, Perkins, Guggenheim, Gore, and Chamberlain.

Also, Hon. James Wilson, Secretary of Agriculture, and Mr. A. Zappone, Chief of the Division of Accounts and Disbursements, of the department.

The committee having under consideration the bill (H. R. 18960) making appropriations for the Department of Agriculture for the fiscal year ending June 30, 1913.

STATEMENT OF HON. JAMES WILSON, SECRETARY OF AGRICULTURE.

The CHAIRMAN. Senators, we have before us the committee print of the House appropriation bill No. 18960, and you will notice, perhaps, in the copy, information as to the estimates as compared with the act of last year, also the amounts carried, and changes made by the bill. The Secretary of Agriculture is with us, and the committee will be very glad to hear from him with reference to this House appropriation bill, and to hear any suggestions he desires to make with reference to changes that he thinks should be made.

Secretary WILSON. I suppose, Mr. Chairman, the features you care to take up to-day are the changes that are proposed in the bill as it passed the House?

The CHAIRMAN. That is just what we desire, in the first instance.

OFFICE OF THE SECRETARY.

Secretary WILSON. Then we will begin with the Secretary's office. On page 2, line 2, there is a proposition to increase the pay of the chief clerk of the department, giving him $500 more than his present salary.

The CHAIRMAN. Is that the estimate that was made?

Secretary WILSON. That was our estimate, but the House committee did not allow it. I will call your attention to items that the House allowed and those that went out on points of order.

The CHAIRMAN. Now, Mr. Secretary, perhaps you might state the reasons for the estimate, and for your suggested addition to the

amount.
