STATEMENT BY THE CHAIRMAN

Senator CHAVEZ. The committee will come to order, please. May I say first that I am most happy that we have so many members of the committee attending the session.

Today we begin our hearings on the Department of Defense appropriations bill for fiscal year 1961. We have with us the Secretary of Defense, Mr. Gates, and the Chairman of the Joint Chiefs of Staff, General Twining.

We are happy to welcome you both, and wish to extend our congratulations to Mr. Gates in his new position.

As far the chairman is concerned, and I feel I represent the consensus of the committee, the President made a very fine choice.

We are beginning our hearings a bit earlier this year than has been customary in order to hold complete hearings on all major defense activities and yet complete our action as early as possible.
