TRANSFER OF TITLE FOR
AUTOMOTIVE VEHICLES

1. The U. S. Government Certificate of Release of a Motor vehicle (Standard Form 97) will be executed by the contracting officer authorized to execute sales contracts and will be issued to the original purchaser only for each Marine Corps owned motor vehicle sold. The Standard Form 97 will be accepted by any state motor vehicle administrator as evidence of previous government ownership of the vehicle and will provide adequate information to serve as a basis for title application or motor vehicle registration by the purchaser. Standard Form 97 will state the sales price for which the vehicle is sold. It is not necessary to furnish the names and titles of signatories to the state motor vehicle ad

b. The Government shall furnish cans which are cleaned and prepared in a condition suitable for detinning purposes. In the event any shipment contains cans considered by the Contractor to be non-acceptable for detinning purposes, the Contractor shall immediately and before unloading, contact the Contracting Officer by telephone or telegraph, who shall then arrange for inspection of the shipment by a naval representative. On the basis of such inspection and other available information, the Contracting Officer shall decide whether additional preparation by the Contractor is necessary to clean and prepare the cans in a condition acceptable for detinning. If any such necessary preparation causes an increase in the cost of performance of this contract, the contract price shall be adjusted by mutual agreement between the Contracting Officer and the Contractor to reflect the costs necessary for the Contractor to clean and prepare the cans in a condition acceptable for detinning.

60161 PRINTING EQUIPMENT

1. All necessary action in connection with obtaining clearance for disposal of printing equipment will be taken by the Quartermaster General of the Marine Corps (CHE).

60162 UNSERVICEABLE TIRES, TUBES, AND BATTERIES

1. For the purpose of reporting and disposing of unserviceable tires, tubes, and batteries without cost to the Government, Marine Corps activities fall into two (2) categories; namely, (i) those which have routine access to a Marine Corps selling activity, and (ii) those which do not have routine access to a Marine Corps selling activity.

a. In cases of (i) above, the report prescribed in paragraph 60052-1.f., Marine Corps Manual, is not required; the material will be delivered to the selling activity with a letter of transmittal referencing this paragraph.

b. In case of (ii) above, activities having unserviceable tires, tubes, and batteries on hand will report these articles in accordance with paragraph 60052-1.f., to the nearest authorized selling activity (including Navy) listed in paragraph 60122, provided that the transfer of the material so reported will involve no expense directly attributable to delivery costs of the unserviceable material itself. In those instances where a direct expense is involved, or when the selling activity indicates no interest, material will be reported to the Quartermaster General of the Marine Corps (Redistribution Officer) for disposal instructions. Reports and deliveries should be made periodically and consolidated to the greatest extent possible to minimize the processing required. Approval of a single board of survey or expenditure does not constitute the need for a separate report or delivery, storage facilities permitting.

2. For purposes of this instruction, routine access to a selling activity or shipment without cost to the Government is defined as those instances where it is possible to deliver the unserviceable material in conjunction with drawing supplies or other authorized trips employing a government vehicle.
