This relief legislation is in line with laws heretofore enacted and under its provisions water users in arid regions are permitted to carry on their activities with the hope that conditions in the future will be such that they can without sacrifices discharge these obligations, and be assured maintenance of homes and opportunities of self-sustainment.

FURTHER EXTEND RELIEF TO WATER USERS ON UNITED STATES RECLAMATIONS

SUPPLEMENTAL REPORT

[To accompany S. 1305]

The Committee on Irrigation and Reclamation, to whom was referred the bill (S. 1305) to further extend the operation of the act entitled "An act to further extend the operation of the act entitled 'An act for the temporary relief of water users on irrigation projects constructed and operated under the reclamation law', approved April 1, 1932", approved March 27, 1934, having considered the same, report thereon with a recommendation that it do pass. In compliance with rule 2a, clause 13, there is herewith printed the existing laws with the portions of same to be repealed in brackets.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Secretary of the Interior is authorized and directed to extend such provisions of the Act entitled "An Act for the temporary relief of water users on reclamation projects constructed and operated under the reclamation law", approved April 1, 1932 (47 Stat. 75), [as extended by the Act of March 3, 1933 (47 Stat. 1427)]'as extended by the Act of March 27, 1934 (48 Stat. 500), as relate to the deferment of payment of certain waterrights charges for the years 1931, 1932, [and] 1933, [in like manner to all similar charges coming due for the year 1934] and 1934, in like manner to all similar charges coming due for the year 1935. The Secretary of the Interior is further authorized, upon the acceptance by the Uncompahgre Valley Water Users Association of the Moratorium Act of April 1, 1932, and its amendments, including this Act, to enter into a contract with the association deferring the initiation to its drainage-construction program until January 1, [1936] 1937, and permitting the completion of said drainage program during the years [1936] 1937 to [1941] 1942, both inclusive, under the conditions set out in the Act of January 31, 1931 (47 Stat. 1947), as herein modified, and to extend such provisions of such section 3 as relate to certain water-rights charges on the Grand Valley_reclamation project in like manner to all similar charges coming due for the year [1934] 1935. Sec. 2. Interest on the charges for which the time of payment is extended pursuant to this Act shall be payable at the same rate and under the same conditions as those prescribed in such Act of March 3, 1933, with respect to the charges for the years 1931, 1932 [and] 1933, and 1934.

Section 2 of this measure changes the law with respect to Indian irrigation projects so that paragraph 1 of the act of March 3, 1933 (47 Stat. 1427), as amended, will read:

Be it enacted by the Senate and House of Representatives of the United States of America in Congess assembled, That the Secretary of the Interior is authorized and directed to extend to water users on Indian irrigation projects like relief to that provided in an Act approved April 1, 1932, applying to water users under the reclamation law for [the remaining half of such charges due for] the calendar year [1932] 1934, and for all similar charges to become due for the calendar year [1933] 1935, the said Secretary to issue appropriate regulations for the carrying out of the provisions of this Act.

The Committee on Interstate and Foreign Commerce, to whom was referred the bill (H. R. 4505) granting the consent of Congress to the State of Maine and the Dominion of Canada to maintain a bridge already constructed across the Saint John River between Madawaska, Maine, and Edmundston, Canada, having considered and amended the same, report thereon with a recommendation that it pass. Amend the bill as follows: Page 2, line 1, after the word "Edmundston," insert "New Brunswick,".

Amend the title so as to read:

A bill granting the consent of Congress to the State of Maine and the Dominion of Canada to maintain a bridge already constructed across the Saint John River between Madawaska, Maine, and Edmundston, New Brunswick, Canada.

The bill has the approval of the State, War, and Agriculture Departments, as will appear by the letters attached.

MY DEAR MR. RAYBURN: I wish to acknowledge the receipt of your letter of February 13, 1935, submitting for comment copies of H. R. 4505, a bill granting the consent of Congress to the State of Maine and the Dominion of Canada to maintain a bridge already constructed across the St. John River between Madawaska, Maine, and Edmundston, Canada.

It is observed that the proposed legislation provides for the maintenance and operation of the bridge in accordance with the provisions of the act entitled "An act to regulate the construction of bridges over navigable waters", approved March 23, 1906. The bill is unobjectionable from the viewpoint of interests

intrusted to this Department. May I suggest for the purpose of clarity that the words "New Brunswick," be inserted between "Edmundston," and "Canada" in the title of the bill on front and back and in line one, page two.

DEAR MR. RAYBURN: Careful consideration has been given to the bill, H. R. 4505, transmitted with your letter of January 28 with request for a report thereon and such views relative thereto as the Department might desire to communicate. This bill relates to a bridge already constructed across the St. John River between Madawaska, Maine, and Edmundston, Canada, by the State of Maine and the Dominion of Canada, and would declare said bridge to be a lawful structure to the same extent and in the same manner as if it had been constructed in accordance with the provisions of the General Bridge Act of March 23, 1906. The bill is without objection so far as this Department is concerned. H. A. WALLACE, Secretary.
