1. Orders for cars for loading will not be placed nor will loading be commenced until routing instructions, if required, are received from the Commandant of the Marine Corps (Code CSJ). Frequently the bulk or size of packages precludes the loading of a motor truck, trailer, or railway car to the truckload and carload minimum weight prescribed in the freight tariffs. In such instances it is necessary to determine the freight charges applicable by each of several methods of transportation to insure the utilization of the cheapest means. Therefore on shipment of light or bulk material the actual dimensions and weight of the package will be supplied to the Commandant of the Marine Corps (Code CSJ). When shipment includes items of unusual dimensions, particularly those requiring transportation on open cars or open trucks, exact dimensions will be supplied to enable determination of railway lines or highway clearance.

2. A shipping officer may request specific blanket route orders to cover regular movements of commodities between his activity and other points as may be required, under which he may forward shipments of the commodities for certain periods of time authorized in the blanket route order. When such blanket route orders are furnished, shipping officers concerned will prepare monthly statements of all tonnage shipped thereunder. When blanket route orders contain alternative routes the tonnage report shall show tonnage forwarded via each route. This report will be prepared at the close of monthly business and forwarded without delay to the Commandant of the Marine Corps (Code: CSJ).

3. The size of the load and the space necessary to accommodate the shipments determine the size of the car needed. It is essential to specify the size of the car required when ordering from carrier. When this is not done the carrier may furnish a car which is much too large, and base the freight charges on minimum weight provided for the car furnished in accordance with the sliding scale of weights for extra cars shown in rule No. 34 of Consolidated Freight Classification. In cases where this classification is not on hand shipping officers may secure the desired information from the local carrier's agent. Orders for railway equipment should be in writing, but if time does not permit, verbal orders may be placed with the carrier provided all such orders are confirmed in writing. An appropriate file of such transactions should be maintained by each shipping officer to avoid assessment of demurrage charges.

53102 ORDERS FOR EQUIPMENT

1. When material is ready for shipment and route order has been received from the Commandant of the Marine Corps (Code: CSJ), (when required) the following methods of ordering and loading equipment will be used:

a. Less than carload shipments, unless they are of a very heavy, or bulky nature, are usually handled and loaded by carriers at the platform of their freight station by their agents. Carload shipments are usually loaded by the shipper. This will not preclude the right of the carrier to furnish cars for less than carload shipments to be loaded by shipper for the carrier's convenience (such as to avoid rehandling over carrier's platform). Where such cars are placed and loaded the bills of lading will be plainly marked "THIS IS A LESS CARLOAD SHIPMENT, LOADED IN CAR FOR CARRIER'S CONVENIENCE."

b. The Consolidated Classification in its description of carload shipments, reads as follows: "Carload ratings or rates will apply only when a carload of freight is shipped from

one station, in or on one car, in one day, by one shipper, for delivery to one consignee at one destination. Only one bill of lading from one loading point and one freight bill shall be issued for such carload shipments. The minimum carload weight provided is the lowest weight on which the carload rate or rating applies." Unless otherwise provided by tariffs, shippers are required to load into or on cars, freight for forwarding by rail carriers and to unload from cars freight received from rail carriers carried at carload ratings. Shippers

are also required to load into or on cars heavy or bulky freight or to unload from cars heavy or bulky freight carried at less carload ratings which cannot be handled by regular station employees or at stations where carriers loading or unloading facilities are not sufficient for handling.

53103 LOADING OF EQUIPMENT

1. When cars have been placed by the carrier for loading of carload freight by shippers, the following precautions against the use of defective or unclean cars should be taken:

a. Examine interior of car for any defects in roof, sides, or floor that might cause loss or injury to the freight to be loaded therein.

b. Remove protruding nails and similar obstructions and cover boltheads if goods are liable to come in contact with and be damaged by them.

c. Reject all cars that cannot be suitably conditioned for loading without mechanical or other extensive repair. When such cars are rejected because of unfitness it is the responsibility of the carrier to automatically furnish another car.

d. The carrier is not responsible for loss or damage caused by the act or default of the shipper. It is to the shipper's interest to use every available means within reason to load freight so that its safe transportation under normal conditions is reasonably certain. To accomplish this it is necessary to anticipate the action which will take place in the car during the intransit movement that is apt to cause damage. The weight of each commodity being shipped will be ascertained before loading in accordance with the instructions contained in paragraph 53253. A shipping officer should exercise care in the segregation and loading of freight into or on freight cars, and when in his opinion, freight would be subject to damage in transit on account of shifting, blocking or bracing of a nature to prevent such shifting should be installed.

53104 CONSERVATION OF CARRIERS EQUIPMENT

1. Maintenance of an adequate truck and railroad car supply at all times is important to the proper flow of traffic for the military services. Marine Corps shipping and receiving officers will exercise vigilance in the conservation and utilization of truck and railroad equipment.

The Temporary Receipts in Lieu of U. S. Government Bill of Lading, Standard Form 1107, the Certificate in Lieu of Lost U. S. Government Bill of Lading-Original, Standard Form No. 1108 and memorandum therefor, Standard Form No. 1108a, and the continuation sheets prescribed for use with the basic set of U. S. Government Bill of Lading Forms, Standard Forms Nos. 1109, 1109a, 1110, 1111, and 1112 will be used in connection or conjointly with the set of U. S. Government Transit Bill of Lading Forms, Standard Forms Nos. 1131, 1132, 1133, 1134, and 1131a, as required.

2. Requisitions for the above forms will be made on the Depot of Supplies, either at Philadelphia or San Francisco depending on the proximity of the activity making the requisitions. As the forms are serially numbered when received from the printer, an assignment of serial numbers by the Quartermaster General of the Marine Corps will not be made. The serial number of a Marine Corps bill of lading is immediately preceded by the symbol letter "M," and such symbol letter must always be included in any reference to a Marine Corps bill of lading number. The U. S. Government transit bills of lading forms will be assigned a separate set of serial numbers beginning with the number "1" or a block of numbers within the current series and the letter "T" placed between the regular departmental letter symbol "M" and the serial number, such as MT (serial number).

3. It is important that appropriate records be maintained of the disposition of all original bills of lading, and in the event of their can

cellation for any purpose records must be en-
dorsed accordingly.

4. Cancelled bills of lading will not be forwarded to the Commandant of the Marine Corps. They must be maintained in the files of the activity concerned for at least 90 days after which they may be destroyed and a record made of their disposition.

5. Upon disbandment of an activity all unused Government bill of lading forms will be returned to the activity from which originally supplied.

chase order. If this date does not appear on the bill of lading, the carrier may refuse to accept the shipment from a contractor as shipper.

2. The consignor is the officer who issues the original bill of lading, the consignee as the word is used herein and in general, as understood by transportation companies, is the per son to whom the last carrier turns over the shipment and therefore is not necessarily the person for whom the property shipped is intended.

3. Erasures, interlineations, or alterations in a bill of lading will be authenticated by initial and explained by the person making them.

4. Issuing officers will exercise care in preparation of bills of lading in order to properly identify the appropriation charged. If the charges are property payable from Marine Corps funds, the space, "CHARGES TO BE BILLED TO," will be completed to show “OFFICE OF THE QUARTERMASTER GENERAL OF THE MARINE CORPS, CODE CSJ, WASHINGTON 25, D. C." and the space titled "APPROPRIATION CHARGEABLE will be completed by adding therein the words "MARINE CORPS TROOPS AND FACILI TIES". If the transportation charges are pay able from Army or Air Force funds the space titled "CHARGES TO BE BILLED TO" will show "FINANCE OFFICER, U. S. ARMY, WASHINGTON 25, D. C." and the appropriation title will also be added in the space "APPROPRIATION CHARGEABLE" to complete the required information. If the transportation charges are payable from Navy funds, the space titled "CHARGES TO BE BILLED TO" will show "DEPARTMENT OF THE NAVY, NAVY REGIONAL ACCOUNTS OFFICE, WASHINGTON 25, D. C.", and the appropriation title will also be added in the space "APPROPRIATION CHARGEABLE” to complete the required information. The appropriation chargeable will be shown on all correspondence, transfer orders, contracts, requisitions, and purchase orders, as well as the bills of lading.

1. The property being ready for shipment, the shipping officer will issue a bill of lading. One copy each of Form numbers 1103, 1104, 1105 and 1106 will be made and 3 copies of Form 1103a. One of the three copies of Form 1103a will be plainly stamped or endorsed "PROPERTY RECEIVED COPY" and another "PROPERTY SHIPPED COPY." Careful attention should be given to details and arrangements, especially to the box section headed, "FOR USE OF DESTINATION CARRIER ONLY," which must not be covered by writing or marks, since it is for the sole use of the accounting office of the destination carrier to insert therein the proper class, rate and charges. This box section is not ruled on the memorandum copy of the bill of lading and such space thereon may be used by the issuing officer for showing such accounting classifications as may be administratively required. When the bill of lading forms have been prepared the issuing officer must, in every case, sign the "CERTIFICATE OF ISSUING OFFICER" regardless of whether the bill of lading is to be used by contractor as shipper. Carbon impression signatures on the shipping order and other forms are acceptable. When the bill of lading is to be issued by a contractor as shipper, it is particularly important that the issuing officer fill in above his signature the contract or purchase order number, the date thereof and the f. o. b. point named in such contract or pur
