7. Draining Water System

During the winter season, mess crews must drain the water system and leave valves and faucets open ; and close the cut-out cocks at governor and reducing valves located inside car near the bread locker, at all times before leaving car. This is necessary to avoid possibility of freezing. To drain the system, open both faucets at sinks and both faucets at shower. Open vent valves and filling valves at both ends of car. Open drain valves, one located under each of five tanks; also open drain valve on hot water pipe located near vapor wash water heater under sink. Drain valves are painted red. Drain valves and faucets should be left open until next refilling.

8. Sealing Doors

After the cars have been cleaned, drained and inspected, and are ready for delivery to the rail carrier, all doors must be sealed. Door seals may be obtained from the supply officer prior to departure from the starting point or from the railroad authorities upon arrival at destination.

9. Repairs to Troop Kitchen Cars

a. Interior

When the inspection at point of entrainment or at destination point indicates that repairs or replacements to the interior of the kitchen car are necessary, such repairs and replacements will be made and the post commander is authorized to use station labor and material for this purpose. When other than minor repairs involving labor and material are required, a report of labor and material used should be made to the Commandant of the Marine Corps (Code CSJ), Washington 25, D. C.

b. Exterior

When a troop kitchen car is received at point of origin in bad order condition requiring major repairs, the transportation officer will reject the car, request another in its place, and deliver the bad order car to the local rail carrier for repairs with a written request describing the repairs requested. A copy of the request should be sent to the Chief of Transportation, Department of the Army, Washington 25, D. C. Carrier should be advised to render bill for repairs to Chief of Transportation, Department of the Army. If damage occurs en route and car arrives at destination in bad order, the transportation officer at destination will request the necessary repairs as outlined hereinbefore.

10. Sources of Cooking Fuel and Ice

The troop train commander will obtain from the supply officer at the point of entraining a full capacity of coal or other cooking fuel and ice before departure. En route, emergency supplies of coal or other cooking fuel and ice may be obtained from supply points maintained by the railroad by applying to the railroad official in charge of the troop train. When cooking fuel and ice are obtained from the railroad, the troop train commander will furnish the railroad representative

with a properly executed receipt. See Figure 2.

11. Payment for Cooking Fuel and Ice

Payment for cooking fuels and ice obtained from railroads will be made by the Quartermaster General of the Marine Corps. Railroads will submit original and one copy of the receipts for ice, coal or other cooking fuel to support certified invoices for supplies furnished. 12. Emergency Supply Points

A list of emergency supply points will be furnished by the Quartermaster General of the Marine Corps upon request. This list gives all the information necessary in making arrangements for emergency supplies. Payment for emergency supplies received from Army and Air Force Supply Points will be made by the Quartermaster General of the Marine Corps upon proper presentation of Standard Form 1080 supported by properly accomplished shipping tickets, sales slips, etc. Necessary receipts will be given by troop train commanders.

13. Kitchen Equipment To Be Furnished by Supply Officer

The following kitchen equipment will be provided by the supply officer at the point of entraining:

Kitchen equipment listed above will be invoiced by the supply officer furnishing the equipment to the supply officer located at the destination of the troop train. The supply officer furnishing the equipment will turn over the necessary copies of the invoice covering the items to the troop train commander for delivery to the designated supply officer for accomplishment. The troop train commander will furnish the invoicing officer with a signed memorandum receipt covering the equipment and will retain a copy for the purpose of obtaining the signature of the receiving supply officer indicating receipt of the equipment and stating condition.

Charges for meals furnished will be collected in cash at time of consumption.

19. Reporting and Disposal of Cash From Sales

A record shall be kept of name, rank/or title of individuals subsisted through sales of supernumerary rations showing type of meal, i. e., breakfast, dinner or supper, and the amounts collected in cash. Upon arrival and at point of detraining this report and total cash collected will be delivered to the local disbursing officer who will take up such funds by certificate stating date of receipt, source from which received and main number of the troop train involved. Troop train commanders will indicate in their report to the Commandant of the Marine Corps (CSI) the disbursing officer to whom such funds were delivered and the total amount.

20. Return of Subsistence Stores

A formal Return of Subsistence Stores by the troop train commander will not be required.

21. Disposition of Excess Subsistence Stores

At the point of detraining, all unused subsistence stores will be delivered to the nearest Marine Corps supply officer and an itemized memorandum receipt obtained for these supplies by the troop train commander. The supply officer to whom delivery is made will take up such stores by certificate at his current unit prices. The date of receipt, source from which the supplies were received and the MAIN number of the train should be clearly indicated on the certificate. 22. Troop Train Commander's Report

Upon arrival at destination, the troop train commander will prepare a report, using figure 4 as a guide. This report with all supporting papers will be securely bound and forwarded to the Commandant of the Marine Corps (Code CSI) without delay.

PURPOSES FURNISHED TROOP TRAIN

Train commander will use this form only for emergency requirements of ice and fuel for cooking purposes obtained from railroad. Forms will be prepared in quadruplicate by carbon process using ink or indelible pencil for original; all blanks must be filled in; original and two copies will be given to railroad representative furnishing supplies; one copy will be retained by the train commander.

Railroad will submit original and one copy of forms to
support certified invoices for supplies furnished. Payment
will be made only by the Quartermaster General of the Marine
Corps, Headquarters, U. S. Marine Corps, Washington, D. C.
