PART A: BASIC POLICY

52000 INDIVIDUAL CLOTHING ISSUE SYSTEMS USED BY THE MARINE CORPS

1. Two individual clothing issue systems are in use within the Marine Corps to provide uniform clothing to enlisted members:

a. Clothing Monetary Allowance System: This system is used by the regular establishment when issuing clothing to regulars and reserves on extended active duty. This is a system whereby the individual is furnished the initial clothing allowance on an item basis without establishing a monetary credit therefor. (The only exception in this regard is that a portion of the initial allowance is furnished to women members in cash for the purchase of personal and non-stock items.) Shortages of items being furnished on an item basis are recorded and supplied when available. A cash maintenance allowance becomes applicable under this system for the repair and replacement of clothing initially furnished.

b. Clothing Issue In-Kind System: This system is used by the Organized Marine Corps Reserve and is also used for clothing issues made under the several Officer Candidates Programs. The clothing issue in-kind system is an alternate system whereby items of clothing are initially furnished as they may be required and replacement thereafter is accomplished by exchange of garments (new for old). No monetary credits or payments are provided under this system.

2. Regulations governing the administration of the foregoing clothing issue systems, including such particulars as initial and extra clothing allowances, maintenance allowances, pricing data, etc., are contained in the Annual Individual Clothing Regulations.

1. All organizational type clothing, except woolen underwear, shirts, flannel, articles of "stewards" clothing, shoes, gymnasium, womens; Stockings, cotton beige, women's; Suits, exercise women's, and such other items as may be prescribed by the Commandant of the Marine Corps, shall be issued on memorandum receipt and accounted for in the same as other Class II or property. (See Part F, Chapter 54.). Included Class IV in this category are such items as arctic clothing, cold weather clothing, rain clothing,

manner

prisoners' clothing, cooks' and messman's clothing, chemical warfare protective clothing, special clothing for firemen and tank crewmen and certain items of organizational property such as blankets, ponchos, leather service belts, brassards, shooting coats and fiber helmets. Classification and authorized allowances of the various types of clothing are shown in the Material Allowance List and Table of Allowances.

2. Stewards' clothing will be accounted for in the manner outlined in paragraph 52003.

3. Woolen underclothing and shirts, flannel, within prescribed allowances will be furnished enlisted personnel on a one time issue basis. Such clothing will be dropped from the property account by plain paper certificate, the retained copy of which must be supported by individual receipt (NAVMC 743-SD). The prescribed allowance of woolen underclothing and shirts, flannel will be issued only when individuals are serving with an activity or organization authorized such articles. At the time of issue, a record of the articles issued shall be placed on page 11 of the individual's service record book, and only one allowance of woolen underclothing and shirts, flannel may be so furnished an enlisted man during an enlistment or reenlistment period or assignment to extended active duty. Individuals who have received an allowance of woolen underclothing and shirts, flannel during their current enlistment, and who require replacement articles, must procure such replacement articles by cash purchase.

4. Officer personnel may be furnished woolen underclothing within allowances prescribed in applicable allowance publications on a memorandum receipt basis for the duration of the periods requiring the wear of such clothing. Supply officers shall recover such clothing from officer personnel when the officer completes the duty for which issued such clothing or when transferred from the organization which furnished the clothing. Organization supply officers may earmark a reasonable stock of woolen underclothing for issue and recovery to and from officer personnel. Such stocks will be used exclusively for issues to officers and when recovered shall be renovated and returned to stock for reissue. Officers shall be provided every opportunity to purchase woolen underclothing for their personal use and retention as personal property,

Shoes, gymnasium, women's; Stockings, cotton, beige, women's; Suits, exercise, women's, and such other items as may be prescribed by the Commandant of the Marine Corps will, within prescribed allowances, be furnished enlisted women on a one time issue basis. The subject articles will be dropped from the property account by plain paper certificate, the retained copy of which must be supported by individual receipt (NAVMC 734-SD). The prescribed allowance of the items in question will be provided to enlisted women recruits and women officer candidates. At the time of issue, a record of the articles issued shall be placed on page 11 of the individual's service record book. Only one entitlement to these articles will accrue to each of the aforementioned categories of enlisted women during one enlistment or reenlistment period or assignment to extended active duty. Individuals who receive an allowance of the subject articles during their current enlistment, and who subsequently require replacement articles, must procure such replacement articles by cash purchase.

52002 MONTHLY INVENTORY

1. At the end of each month each accountable officer, except those at depots and similar activities maintaining stock accounts, shall conduct a physical inventory of all articles of individual clothing under his charge, as a check against credit taken for sales, issues, transfers or other authorized credit transactions; and debits due to receipts. Any overages or shortages discovered as a result of the monthly inventory will be reconciled by use of a certificate of adjustment, or by survey, as appropriate.

2. The following gains or losses will not be considered excessive for normal operations and, upon approval by the commanding officer, may be accounted for by plain paper certificate of adjustment without detailed explanation:

a. Losses or gains less than $15.00, or

b. Losses or gains not in excess of 1/10 of 1% of the total value of issues and sales for the monthly accounting period.

3. Each certificate covering a stock or inventory loss in accordance with subparagraphs 2. a. and b. above, will cite each voucher number and the amount involved in determining the total value of issues and sales made during the month for which credit is taken. The value of vouchers covering the gratuitous issue of chevrons, service stripes and stripes, trouser, NCO, will not be considered when computing the total monthly value of clothing issues and sales.

3. Stewards' clothing furnished in accordance with the above instructions will be made initially upon assignment to stewards duty and the items furnished the member will be recorded on page 11 of the individual's service record book. Replacement clothing will be furnished the member on an item for item exchange basis when appropriate, and when directed by the commanding officer. A copy of all receipts effecting replacement issues will be filed on page 11 of the member's service record book and retained for a period of one (1) year subsequent to the date of each issue. Commanding officers will verify service record books to ascertain the extent of replacements which have been rendered the individual before approving any requests for replacement issues. When requirements for replacement appear exorbitant the commanding officer will interrogate the individual to ascertain whether the required replacement should be made gratuitously, or by cash or checkage sale.

4. Stewards' clothing will be replaced by checkage or cash sale under the following conditions:

a. In cases where the clothing has been avoidably lost, destroyed; or

b. If the receipts in the service record book indicate that replacements requested exceed normal usage requirements.

If the individual concerned does not consent to purchase such replacement articles, a board of survey will be requested to determine the responsibility, if any, and appropriate action, as determined, will be taken.

5. Enlisted men of the stewards' branch will be allowed to retain their stewards' clothing upon transfer, and their pertinent records will be forwarded to their new commanding offficer. Upon separation from the service of an enlisted man of the stewards' branch, or upon his assignment to other than stewards' duty, all stewards' clothing in his possession will be recovered by the accountable officer and placed in stock for reissue.

52004 UNIFORMS FOR COOKS, BAKERS, MESSMEN, ETC.

1. Issues of white uniforms and additional quantities of khaki shirts and trousers to cooks, bakers, meatcutters, and messmen (except personnel of the stewards branch) shall be on a memorandum receipt basis. Khaki shirts and khaki trousers so furnished shall be plainly marked "C&M", using a marking machine, stencil or stamp, letters to be one inch high. Letters shall be placed on the outside, centered one inch below the collar on shirts, and shall be placed on the outside, centered one inch below the waist

band on trousers. This clothing when so marked and issued, shall be invoiced from the Individual Clothing Account to the Organic Property Account and taken up with the suffix "C&M'' incorporated into the item name. For example "Trousers, cotton, khaki" shall be taken up on the organic account as "Trousers, cotton, khaki, C&M, pr."

2. The above articles shall be carried on the property account while in use and, when lost, destroyed, or no longer serviceable, should be accounted for in the manner appropriate to the circumstances.

3. Clothing for cooks, bakers, meatcutters, and messmen shall be issued, within prescribed allowances as established in pertinent allowance publications, to enlisted men for use only when actually performing such duties and shall be laundered at Government expense.

4. Mess clothing for enlisted women assigned to mess duty, or as cooks and bakers, shall be issued and laundered in the same manner as such clothing for enlisted men.
