expenses incurred and to be incurred by the state for expert engineers, accountants, assistants, traveling expenses and other incidental expenses connected with the litigation between the state and the Cumberland Telephone and Telegraph Company relating to telephone rates. Said money shall be disbursed by the state treasurer upon itemized vouchers approved by the attorney general. No part of this appropriation shall be used for the payment of attorneys fees.

Sec. 2. That this act shall take effect and be in force from and after its passage.

CHAPTER 97.

SENATE BILL No. 459.

AN ACT appropriating the sum of $3,037.50 out of the state treasury to pay to Hathorn and Williams, and Rawls and Hathorn, attorneys, as fees for services as attorneys for State Land Commissioner in the suit of the State of Mississippi, ex. rel. Land Commissioner, vs. Edward Hines Yellow Pine Trustees.

To pay services of attorneys in a state land suit.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $3,037.50 be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated to pay to Hathorn & Williams and Rawls & Hathorn, attorneys, for their fees as attorneys for the land commissioner in the suit of the state of Mississippi, ex rel. R. D. Moore, land commissioner, vs. Edward Hines Yellow Pine Trustees, and numbered 1313 of the general docket of the circuit court of Pearl River county, Mississippi, in which suit the sum of fifteen thousand one hundred and eighty seven dollars and fifty cents ($15,187.50) was recovered for the state of Mississippi, and has been paid into the state treasury, said attorneys having been employed by the land commissioner, with the consent of the governor, under the provisions of section 2903 of the Mississippi code of 1906. Provided no part of this amount shall be paid over until said suit is finally disposed of in the courts in favor of the state, and the amount shall not exceed twenty per cent of the amount collected.

Sec. 2. That this act shall take effect and be in force from and after its passage.

HOUSE BILL No 64.

AN ACT to appropriate money to pay the mileage and per diem of the presidential electors for one meeting held in the city of Jackson, on the 10th day of January, 1921, as directed by section 4209 of the Mississippi code of 1906.

To pay mileage and per diem of presidential electors.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $403.60, be and the same is hereby appropriated, out of any money in the state treasury not otherwise appropriated, to pay the mileage and per diem of the presidential electors for one meeting held in the city of Jackson, on the 2d Monday in January, 1921.

HOUSE BILL No. 962.

AN ACT to appropriate the sum of one thousand dollars, or so much thereof as may be necessary, to defray the expense of publication of the constitutional amendments, as provided by law.

To pay publication of constitutional amendments.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one thousand dollars, or so much thereof as may be necessary, be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the purpose of paying for the publication of the constitutional

amendments, as provided by law, to be paid out on warrants of the auditor of public accounts issued on vouchers approved by the secretary of state.

Sec. 2. That this act shall take effect and be in force from and after its passage.

CHAPTER 100.

HOUSE BILL No. 455.

AN ACT making an appropriation to pay one half of the cost and expenses in the case of State of Arkansas vs. State of Mississippi.

To pay expenses of Arkansas-Mississippi Boundary suit.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of four thousand three hundred twelve dollars and fifteen cents ($4,312.15) or so much thereof as may be necessary be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated, to pay Mississippi's one half of the cost in the case of state of Arkansas vs. the state of Mississippi, No. 6 Original, October term, 1920, Supreme Court of the United States. That the above amount be paid to the clerk of the supreme court of the United States upon a proper receipt therefor.

Sec. 2. That this act take effect and be in force from and after its passage.

SENATE BILL No. 344.

AN ACT to appropriate the sum of $351.39 to George R. Edwards, former railroad commissioner, for his salary as such for the month of January and the first half of February, 1922, and his expense account for that time.

To pay balance on salary of Geo. R. Edwards.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That there is hereby appropriated out of any funds in the state treasury, not otherwise appropriated, the sum of $351.39 to be paid to George R. Edwards, of McCool, Mississippi, as compensation for his services and expenditures as railroad commissioner for

the month of January and the first half of February, 1922; for the payment of which the necessary warrant shall be issued and delivered to the said George R. Edwards.

Sec. 2. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 285.

AN ACT making an appropriation towards supporting the fire department of the city of Jackson, for the better protection of the state property for the years 1922 and 1923.

For fire protection of state property in Jackson.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of one thousand dollars ($1,000.00) for the year 1922, and one thousand dollars ($1,000.00) for the year 1923, be, and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated towards paying the expenses of the fire department of the city of Jackson, for the better protection of property belonging to the state in and near the city.

Sec. 2. That this act take effect and be in force from and after its passage.

HOUSE BILL No. 972.

AN ACT to appropriate the sum of $20.00 to pay Hon. Chas L. Rushing for two days service as special circuit judge.

To pay Chas. L. Rushing for services as special judge.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of $20.00 be and the same is hereby appropriated out of any money in the state treasury not otherwise appropriated to pay Hon. Chas. L. Rushing for two days service as special circuit judge in the case of Neville vs. Jackson county, in the circuit court of Jackson county, Mississippi.

Sec. 2. That this act take effect and be in force from and after its passage.

AN ACT to appropriate six hundred and eighty dollars ($680.00) to pay the deficit in the appropriation to pay special judges and chancellors for their services during the years 1920 and 1921.

To meet deficit in appropriation for special judges and chancellors.

Be it enacted by the Legislature of the State of Mississippi, That the sum of six hundred and eighty dollars ($680.00), be and the same is hereby appropriated out of any funds in the state treasury not otherwise appropriated to pay special judges and chancellors named below the amounts set opposite their names for services rendered during the years 1920 and 1921. AN ACT to appropriate the sum of three thousand three hundred dollars ($3,300.00) or so much thereof as may be necessary, cut of any money in the state treasury not otherwise appropriated, for the purpose of paying the state's portion of paving North President street, beginning at Mississippi street and running north to High Street in the city of Jackson, Mississippi.

To pay pro rata of street paving new capitol.

SECTION 1. Be it enacted by the Legislature of the State of Mississippi, That the sum of three thousand three hundred dollars ($3,300.00) or so much thereof as may be necessary, is hereby appropriated out of any money in the state treasury not otherwise appropriated, for the purpose of paying the state's portion of paving North President street, beginning at Mississippi street and running north to High street.

Conditions of this appropriation.

Sec. 2. The above appropriation is made on condition that the city of Jackson and the property owners shall pave their pro rata
