The Federal Power Commission administers the Federal Power Act and Natural Gas Act and has additional duties under other acts relating to Federal power development. 1. Natural gas industry.-Regulation covers the trans38 portation and sale for resale of natural gas in interstate commerce, and the related rates, accounts, and depreciation and depletion practices. Certificates of public convenience and necessity are issued to natural gas companies subject to the jurisdiction of the Commission. Statistics about the natural gas industry are gathered and published. In January 1962 there were nearly 21,000 independent producers, who individually or associated with others, had over 13,000 rate schedules on file. There were also 106 regulated natural gas pipeline companies, with annual operating revenues of $4.8 billion. It is estimated that the number of independent producers and pipeline companies will remain substantially unchanged through 1964. However, the operating revenues of the pipeline companies. are expected to increase to $5.4 billion by January 1964. Other pertinent data are:

2. Electric power industry.-Regulation covers the transmission and sale for resale of electric energy in interstate commerce, and the rates, accounts, depreciation practices, certain security issues, disposition of properties, mergers, and the interconnection and coordination of facilities of

Studies are made of proposed Federal river development projects to determine possibilities for conservation, velopment, and utilization of potential power resources. Review and approval are required of certain proposed rates for sale of power from Federal projects. Information on the power features of river development projects is furnished to Congress and to Federal and State agencies. In 1962, 115 studies were carried on and it is estimated that there will be 120 in 1963 and 125 in 1964.

The States receive 37.5% of the receipts from licenses issued by the Federal Power Commission for occupancy and use of national forests and public lands within their boundaries (16 U.S.C. 810).

The Commission has the duty of preserving free competitive enterprise through prevention of monopolistic and unfair trade.

1. Antimonopoly.-All types of monopolistic restrictions, including price-fixing conspiracies, boycotting, price discriminations, and illegal mergers and acquisitions are corrected; economic data and criteria are brought to bear on monopoly and related problems; supervision is provided over the registration and operations of associations of American exporters engaged solely in export trade; and at the request of the Attorney General, investigations are made as to whether or not defendant corporations are complying with final decrees of U.S. courts in antitrust violations. In 1964 investigation and trial of merger and other antimonopoly cases will be expedited.

2. Deceptive practices.-False and misleading advertising and other unfair or deceptive practices are prevented by corrective action, including the affirmative aid of voluntary trade-practice conferences and advertising guides; business and the public are protected from the evils of misbranding and nondisclosure of fiber content of manufactured wool products and household textile articles; consumers and merchants are protected from unfair practices with respect to furs and fur products; and the public is protected from dangers inherent in flammable fabrics. In 1964 investigation and trial of deceptive practice cases will be expedited.

awards made by the Philippine War Damage Commission, of which an estimated 15,000 will require investigation by the Commission to determine proper survivorship and inheritance; (d) under the Lake Ontario claims program, the Commission will investigate the validity of an estimated 1,300 claims of U.S. citizens resulting from the artificial raising of the water level of Lake Ontario; and (e) as its final activity the agency continues to administer a small World War II prisoner of war claims program. Prior to 1964 a portion of the funds used to finance the Commission's administrative activities were provided by reimbursement from the war claims fund and payment of Philippine war damage claims. A supplemental appropriation for 1963 is anticipated for separate transmittal.

The Foreign Claims Settlement Commission is responsible for the settlement of claims of U.S. nationals against foreign nations and other claims programs as authorized by law.

1. Administration and settlement of claims.-The Commission will administer 5 claims programs during the year: (a) Pursuant to an agreement between Poland and the United States, the Commission is responsible for the settlement from funds provided by Poland of approximately 10,000 property claims of U.S. citizens against Poland; (b) under the General War Damage Act (P.L. 87-846), the Commission must investigate an estimated 35,000 claims to determine compensation to be made to U.S. nationals from vested German and Japanese assets for certain damages sustained during World War II; (c) the Philippine War Damage Act (P.L. 87-616) authorizes payments to over 100,000 payees of balances on

The General Accounting Office is directly responsible to the Congress for conducting independent reviews, audits, and investigations of the management and control of the financial transactions of the Government; for the rendition of legal decisions relating to Government fiscal matters; for developing, prescribing, and evaluating accounting systems on a governmentwide basis; for the settlement of certain claims for and against the Government; and, for advising and assisting the Congress and Government agencies on matters relating to public funds.

1-2. Office of the Comptroller General.-Executive management of the General Accounting Office is carried out by the Comptroller General who is assisted by the Assistant Comptroller General and staff assistants.

4. Claims division.-All claims by or against the United States are settled in this division except those for transportation items and claims wherein exclusive jurisdiction is conferred by law upon another agency or the courts.

5. Transportation division.-This division audits freight and passenger transportation payments for account of the United States and settles claims involving transportation charges. The transportation audit recovered $28,160 thousand during 1962.

7. Office of the general counsel.-In addition to preparing decisions and reports on the legality or propriety of proposed obligations and expenditures of the Government
