Today we will hold hearings on AEC's nuclear materials program. We will place the justification in at this point in the record. The objective of the Nuclear Materials program is primarily to produce, through the operation of a large complex of Government facilities, materials to meet a broad range of military and peaceful requirements and to provide technology and facilities for long-term storage of Government and industry produced radioactive waste. The production complex, which represents the major portion of this program, includes gaseous diffusion plants for the enrichment of uranium primarily for use as fuel in private nuclear power reactors, reactors and separations plants for the manufacture of plutonium and other reactor products and feed materials plants to support operation of the reactors and diffusion plants. In addition to the objectives associated with the production activity, the program is also directed towards the investigation of long-term methods of storage of radioactive waste, the operation of radioactive waste burial grounds at AEC sites, the development of guidelines and standards for decontamination and decommissioning of radioactive contaminated facilities and sites, and the development of methods for prevention of the release of contaminants in gaseous effluents from nuclear facilities. Also included under this program is work on development of safety guidelines to be used in conducting AEC operations, radiological surveillance of nuclear facilities and the Uranium Mill Tailings Remedial Action Program. This subprogram provides for the production and procurement of special nuclear and other materials required for military and peaceful uses.
