The laws now governing Federal civilian employment in overseas areas have not kept pace with the times. Civilians who risk their lives in the service of their country are entitled to special benefits.

I recommend that the Congress enact legislation to—

Increase the salary differential for service at hazardous duty posts.

Allow medical benefits to continue beyond the date of his separation for an employee who has been injured or become ill while serving in a hostile

'area.

Extend similar medical benefits to the employee's family after his separaation or death.

Allow special travel expenses for employees after long service in hazardous areas, so they can be reunited with their families.

Authorize up to 1 year's absence without charge to leave as a result of injury or illness due to hostile action.

I have outlined a program shaped to meet the needs of America's servicemen and veterans.

No act of Government, and no legislative proposal can ever repay the Nation's debt to these brave men.

They are away from their families and loved ones, serving the cause of liberty. They serve us all silently and well. And this grateful Nation is in their hands. Whether in a patrol along the wall in Berlin, or walking the 38th parallel, or in the air on a SAC alert, or in a nuclear submarine beneath the seas, or on a sweep through a rice paddy in South Vietnam their mission is freedom and their cause is just.

The measures I propose in some small way serve notice to these Americans— in and out of uniform-that we will never let them down. The Congress, the executive branch, and the American people have accepted that obligation of honor to those who have fought and continue to fight in the defense of freedom.

The Congress, I believe, will want to consider and promptly enact this legislation.

A BILL To amend title 38, United States Code, to provide for the payment of pensions to veterans of World War I

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That this Act may be cited as the “World War I Pension Act of 1961".

SEC. 2. Chapter 15 of title 38, United States Code, is amended by inserting immediately below section 512 thereof the following new section:

"(a) The Administrator shall pay to each veteran of World War I who meets the service and income limitations requirements of this section a pension at the monthly rate of 30 per centum over part 3 of the 'old pension provision' of $78.75.

"(b) For the purpose of this section—

"(1) The term 'veteran' means an individual who served in the active military, naval, or air service and who was discharged or released therefrom under conditions other than dishonorable.

"(2) The term 'World War I' (A) means the period beginning on April 6, 1917, and ending on November 11, 1918, and (B) includes, in the case of any veteran, any period of service performed by him during the period beginning April 6, 1917, and ending November 11, 1918.

"(c) Pension shall be paid to a veteran under this section, whose income, if single with no dependents, does not exceed $2,400, married with dependents, $3,600, exclusive of social security benefits, railroad retirement benefits, annuities, or other pensions which said benefits, annuities, and pensions shall be exempt for the purpose of computing the annual income of the veteran to determine his eligibility for a pension under this Act.

"(d) A veteran meets the service requirements of this section if he served in active military, naval, or air service

"(1) For ninety days or more during World War I;

“(2) During World War I and was discharged or released from such service for a service-connected disability; or

"(3) For a period of ninety consecutive days or more and such period ended during World War I."

A BILL To amend title 38 of the United States Code to permit certain increased amounts received as a result of enactment of the Social Security Amendments of 1965 to be disregarded in computing income for the purpose of determining eligibility for a veteran's or widow's pension under title 38

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 503 of title 38, United States Code, is amended by inserting "(a)" after "503", and by adding at the end thereof the following:

'(b) Notwithstanding the provisions of subsection (a) of this section, in the case of any individual

"(1) who, for the month in which the Social Security Amendments of 1965 was enacted, was entitled to a monthly insurance benefit under section 202 or 223 of the Social Security Act, and

"(2) who, for such month, was entitled to pension under the provisions of this chapter, or under the first sentence of section 9(b) of the Veterans' Pension Act of 1959.

there shall not be counted, in determining the annual income of such individual, any increase in benefits under such sections of the Social Security Act which resulted from the enactment of the Social Security Amendments of 1965."

A BILL To restore non-service-connected veterans' pensions which have been reduced or eliminated because of the receipt of increased social security benefits

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 503 of title 38, United States Code, is amended by inserting "(a)" immediately before "In determining", and by adding at the end thereof the following:

"(b) Notwithstanding the provisions of subsection (a), in the case of any individual

"(1) who, for the first month after the month in which the Social Security Amendments of 1965 was enacted, was entitled to a monthly insurance benefit payable under section 202 or 223 of the Social Security Act,

"(2) who, for such month, was entitled to a monthly benefit payable under the provisions of this chapter, or under the first sentence of section 9(b) of the Veterans' Pension Act of 1959, and

"(3) whose insurance benefit referred to in clause (1) for any subsequent month is increased by reason of the enactment of the Social Security Amendments of 1965,

there shall not be counted, in determining the annual income of such individual, so much of the insurance benefit referred to in clause (1) for any subsequent month as is equal to the amount by which such insurance benefit is increased by reason of the enactment of the Social Security Amendments of 1965."

A BILL To amend title 38 of the United States Code to increase the rates of pension payable to Spanish-American war veterans

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) section 512(a) (1) of title 38, United States Code, is amended by striking out "$101.59" and "$135.45" and inserting in lieu thereof "$120" and "$200", respectively.

(b) Section 512(b)(1) of such title is amended by striking out "$67.73" and "$88.04" and inserting in lieu theerof "$80" and "$110", respectively.

SEC. 2. The amendments made by the first section of this Act shall take effect on the first day of the first calendar month which begins more than thirty days after the date of enactment of this Act.

A BILL To provide that where the entitlement of a veteran, widow, or child to a pension from the Veterans' Administration is based upon the veteran's having served in World War I, the beneficiary shall if otherwise eligible have the right to elect payment of pension under either the provisions of title 38 as in effect on June 30, 1960, or as amended by the Veterans' Pension Act of 1959, whichever provides the greater benefit

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 9 of the Veterans' Pension Act of 1959 is amended

(1) by striking out the first word of the last sentence of subsection (b) and inserting in lieu thereof "Except as provided for in subsection (d) of this section, this"; and

(2) by adding at the end thereof the following new subsection: "(d) Notwithstanding the provisions of subsections (a), (b), and (c) of this section, a person whose claim for pension is based on service in World War I shall, upon application filed either before or after the effective date of this Act, be entitled to be paid pension under either the provisions of title 38 in effect on

June 30, 1960, or as amended by this Act, whichever provides the greater benefit. An election on the part of such a person to receive payment under the provisions of one such law shall not prejudice his right to thereafter elect payment under the other."

SEC. 2. The provisions of this Act shall be effective as of July 1, 1960.

A BILL To amend title 38 of the United States Code so as to increase the rates of pension payable to certain veterans and their widows, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SHORT TITLE

SECTION 1. This Act may be cited as the "Veterans' Pension Act of 1966".

ENLARGING WIDOWS' ELIGIBILITY FOR BENEFITS

SEC. 2. (a) Paragraphs (2) and (3) of sections 302 (a), 404, 532(d), 534(c), 536 (c), and 541 (e), title 38, United States Code, are amended to read as follows: "(2) for one year or more; or

"(3) for any period of time if a child was born of the marriage, or was born to them before the marriage.".

(b) Subsection 103(a), title 38, United States Code, is amended by striking out "cohabitated with him for five or more years immediately before his death," and inserting in lieu thereof "cohabited with him for one year or more immediately before his death, or for any period of time if a child was born of the purported marriage or was born to them before such marriage,”.

PERMANENT AND TOTAL DISABILITY AT AGE SIXTY-FIVE; AID AND ATTENDANCE ALLOWANCE FOR PERSONS IN NURSING HOMES

SEC. 3. (a) Subsection (a) of section 502 of title 38, United States Code, is amended by inserting immediately after "disabled if he is" the following: "sixtyfive years of age or older or".

(b) Subsection (b) of such section 502 is amended by inserting "(1) a patient in a nursing home or (2)" immediately after "if he is".

EXCLUSIONS FROM ANNUAL INCOME

SEC. 4. (a) Paragraph (7) of section 503 of title 38, United States Code, is amended by inserting immediately after "amounts paid by" the following: "a wife of a veteran for the expenses of his last illness, and by".

(b) Paragraph (9) of such section 503 is amended by inserting "(A)" immediately after "amounts paid" and by inserting the following immediately before the semicolon at the end thereof: "or (B) by a widow or a wife of a deceased veteran for the last illness and burial of a child of such veteran".

SEC. 5. (a) The table in subsection (b) of section 521 of title 38, United States Code, is amended to appear as follows:
