This appropriation provides for the construction of ships and the conversion of existing ships, including all installed machinery, propulsion equipment, electronic and electrical equipment, guns, torpedo- and missilelaunching systems and communications systems. It also provides for the procurement of long-lead-time items for ships which are to be authorized in the 1965 program.

This increment of Navy's long-range shipbuilding plan continues a modernization and replacement program designed to provide the fleets with modern balanced forces which can respond effectively to a wide variety of challenges in supporting our national policies.

In this budget, as in previous years, the program represents the full cost to complete all ships including costs associated with changes in ship characteristics and design which can be expected to affect costs during the long building period.

1. Polaris ships.-The 1964 program provides for the construction of six additional nuclear-powered Polaris submarines. When these are completed, 41 ballistic missile-firing submarines will be in the fleet. In addition, provision has been made for the construction of a tender and conversion of a and conversion of a cargo ship to support Polaris submarines.

2. Other warships. Six nuclear-powered attack submarines will be added to the Navy's undersea strength. In addition, 19 destroyers will receive substantial modernization to extend the effective service life of these ships and to provide them with modern weapons and electronics equipment. Five destroyers and two frigates will be converted to guided missile destroyers to increase the firepower capability of these fleet ships.

3. Amphibious ships.-The amphibious capability of the Navy will be enhanced by the construction of one tank landing ship and four amphibious transports, each transport designed to carry helicopters and a large number of smaller landing craft for beach landing.

4. Mine warfare and patrol ships.-The antisubmarine warfare capabilities of the fleet will be strengthened by the construction of 10 escort ships and by the modernization of 1 mine countermeasures support ship. In addition, the 1964 program includes six motor gun boats to improve the Navy's counterinsurgency warfare capability.

5. Auxiliaries and craft.-A modern fleet requires equally modern support ships to provide provisions, stores, fuel and ammunition. Included in the 1964 program is the modernization of three fleet oilers and three ammunition resupply ships. Three research ships will be built to provide scientific data on sea conditions. One ship will be converted to provide the fleet with modern command and communications facilities.

OTHER PROCUREMENT, NAVY

This appropriation contains all major Navy procurement | except aircraft and missile procurement and ship construction. A large portion of the 1964 program is devoted to procurement of equipment to modernize fleet units. assigned to general purpose forces and to provide larger inventories of weapons for these forces. The growing strategic force of Polaris submarines will be given additional capability by the procurement of equipment to improve earlier submarines, and the high level of readiness now being experienced by Polaris forces will be continued by meeting requirements for replacement parts and components. Significant amounts are included for general support programs such as communications equipment and training devices vital to effective operation of all naval forces. Throughout the programs in this appropriation, increased emphasis will be placed on enhancing our antisubmarine capability by the procurement of improved weapons, detection devices, and other equipment.

1. Ships support equipment. This activity finances electronic and other ship and marine equipment programed for general purpose naval forces and for general support. Primary effort is placed on a stepped up program for procurement of antisubmarine warfare equipment which will increase the operating capability of deployed forces and assist in detecting and tracking enemy missile carrying submarines. Procurement of a variety of equipments is continued providing unified, fleet and tactical commanders with modern communications and information display equipment for more timely and efficient direction of the forces under their command. The 1964 program for such

system designed to provide commanders with ready intelligence and control for defense against air attack.

2. Weapons and support equipment.-Concentration on antisubmarine weapons and detection devices continues in 1964 with the total antisubmarine program at a higher level than 1963. Asroc weapons and both submarine and air launched torpedoes, including the high performance MK46 torpedo, will be procured. Our antisubmarine mine inventory will be considerably improved by the procurement of three types of mines, and additional quantities of aircraft dropped submarine detection buoys are programed. Also at a higher level is the procurement of attack weapons for general purpose forces. Existing inventories of bombs and ammunition will be increased and the introduction of the Walleye guided bomb is scheduled. In addition to weapons, this activity finances ordnance equipment such as fire control systems for ship modernization and aviation support equipment. Major emphasis will be placed on providing Marine air wings with capability for short takeoff and landing from specially prepared airfields in forward areas.

3. Command support equipment.-Major 1964 programs are procurement of equipment for communicating with Polaris submarines, newly developed communication and cryptographic equipment to be installed in naval command and control centers, accelerated modernization of the naval communication system to meet defense communication system standards, and improved electronic devices to be used in intelligence functions.

4. Civil engineering support equipment.-Construction, command equipment will include the Navy tactical data weight handling and transportation equipment, almost all

of which is programed for use by Navy general purposes forces, is financed in this activity. Significant in the 1964 program are equipments for the naval construction battalions (Seabees) enhancing their ability for rapid deployment to combatant areas where they will construct airfields, docks and other facilities.

5. Supply support equipment.-This activity finances self-propelled materials handling equipment required for rapid movement of supplies.

6. Personnel support equipment.-Training aids and other training equipment is procured in this activity. The procurement of antisubmarine warfare trainers represents over half of the 1964 program.

PROCUREMENT, MARINE CORPS-Continued

This appropriation provides the Marine Corps with weapons, ammunition, and related equipments most of which are programed for use by Marine general purpose forces such as Marine divisions, Marine aircraft wings, and tank and amphibious tractor battalions. These equipments provide the military hardware or support for seizure and defense of advanced naval bases, limited war landing operations, and general land warfare using a variety of tactics such as amphibious and vertical envelopment movements.

The 1964 program emphasizes improved firepower and mobility with rapid communication and display of information for use by field commanders. Tank and artillery ammunition and Hawk missiles will provide increased fire and staying power against ground and low-level aircraft targets. The modernization of small arms is continued. Increased mobility will result from completion of the M-48 and M-67 tank modernization program, purchase of mechanical mules and replacement of worn-out vehicles. The dispersal of forces and speed of weapons and weapon carriers is met in the 1964 program by increased emphasis on a variety of modern electronic equipments for communications, intelligence, and control such as those providing usable and timely information for detection and control for defense against air attack.

Also financed in this appropriation are equipments for general support of the Marine Corps including administrative and logistic vehicles, and engineer and materials handling equipment.

AIRCRAFT PROCUREMENT, AIR FORCE

For construction, procurement, and modification of aircraft, and equipment, including armor and armament, specialized ground handling equipment, and training devices, spare parts, and accessories therefor; specialized equipment; expansion of public and private plants, Government-owned equipment and installation thereof in such plants, erection of structures, and acquisition of land without regard to section 9774 of title 10, United States Code, for the foregoing purposes, and such land, and interests therein, may be acquired and construction prosecuted thereon prior to the approval of title by the Attorney General as required by section 355, Revised Statutes, as amended; reserve plant and equipment layaway; and other expenses necessary for the foregoing purposes, including rents and transportation of things; [$3,562,400,000 $3,559,000,000, to remain available until expended: Provided, That effective July 1, 1962, the unexpended balances of the appropriation for "Airlift modernization, Air Force" shall be merged with this appropriation: Provided further, That funds restricted to procurement of long-range bombers in this appropriation for fiscal year 1962 shall not be available for obligation after June 30, 1962].
