(1) The Executive Director for System Development is responsible for Congressional briefings related to research grants and centers of

excellence.

(2) The Executive Director for System Development convenes meetings semiannually in January and July (or more frequently as required), presides over all meetings, provides written notice and an agenda of all meetings to all board members in advance, keeps minutes of all meetings and distributes copies to all board members, and conducts an annual program review.

(3) The Director of the Technical Center shall provide the agenda and all relevant documents for all meetings of the Executive Research Committee to the Chairperson of the Executive Research Committee in advance of all meetings for distribution to the members.

(4) The Director of the Office of Research and Technology Applications shall provide the agenda and relevant documents to the Director of the Technical Center for all meetings of the Executive Research Committee.

AWARD AUTHORITY. The Grants Officer may enter into, administer, modify, or terminate a grant. All such authority shall be exercised subject to, and in accordance with, applicable laws and regulations. The above approvals are required before the award of a grant.

SECTION 3. PROGRAM RESPONSIBILITIES

230. GENERAL. This section provides responsibilities for the management and administration of the Research Grants Program.

231. THE OFFICE OF RESEARCH AND TECHNOLOGY APPLICATIONS, ACL-1, of the Technical Center is responsible for management and administration of the program for the FAA. As such, this office is responsible for advising and keeping the assembled committees and technical program managers informed of all grant program activities. Activities include, but are not limited to, technical emphasis areas for solicitation, compliance with statutes as far as equitable geographic distribution and consideration of historically black colleges and universities and other minority institutions, program progress reports, etc.

232. THE GRANTS OFFICER, located in ACL-1, is responsible for program execution and participates, directly, in all aspects of the grants program. The Grants Officer is delegated the authority to execute grant agreements as authorized under the enabling status. The Grants Officer provides advice to assembled committees and technical program managers, assists in the preparation/coordination of technical emphasis areas for solicitation, provides technical advice and guidance to the grantee community, reviews proposals for completeness, coordinates required audits, provides guidance to technical evaluation teams, awards grants, assists technical monitors in grant administration, assists in grant closeout, and provides program status

reports.

233. GRANT EVALUATION TEAMS, are appointed by the Grants Officer after nomination by the Office of Primary Interest (OPI) having responsibility for research, engineering and development in the primary technical area encompassed by the grant proposal. The Teams shall consist of at least three or more technical peers. The team may include outside reviewers. The team is responsible for reviewing, evaluating, and recommending proposals for research grants based on established criteria.

A TECHNICAL MONITOR is appointed by the Grants Officer, after nomination by the OPI, for each research grant awarded. The name and telephone number of the cognizant technical monitor will appear on the grant award. This person will serve as the central point of contact for the grant, is responsible for interaction with the grantee, will monitor the technical aspects of the grant, and review costs submitted for reimbursement. The Technical Monitor is responsible for informing the Grants Officer of any significant developments. 235. THE FAA TECHNICAL CENTER provides for accounting services for matters relevant to research grants.

236. THE OFFICE OF CIVIL RIGHTS (ACR-1) provides direction and monitors all complaints related to race, color, religion, sex, age, national origin or handicap.

237. THE OFFICE OF CHIEF COUNSEL, through the Assistant Chief Counsel at the
Technical Center, ACT-7, provides legal services for all matters related to
research grants.
Counsel will review all legal aspects of the grants program,
including, but not limited to, the solicitation, evaluation, award,
administration, suspension, and termination of grants and cooperative
agreements.
