PROJECT: Ray Roberts Lake, Texas (Continuing)

LOCATION: Ray Roberts Lake will be located at river mile 60.0 on the Elm Fork of the Trinity River, in northeast Denton
County, Texas, between the towns of Sanger and Aubrey and 30 miles upstream from the existing Lewisville Dam.
AUTHORIZATION: River and Harbor Act of 1965

BENEFIT-COST RATIO: The remaining benefit-remaining cost ratio is 3.8 to 1 at 314 percent. The benefit-cost ratio for
the fiscal year for which Congress appropriated initial construction funds (FY 1975) was 2.4 to 1. The benefit-cost
ratio is based on the project's fair share of system benefits in the Trinity River System.

NON-FEDERAL COST: Local interests are required to reimburse the Federal Government for costs allocated to water supply storage and one-half of the separable costs allocated to recreation and fish and wildlife enhancement. This non-Federal reimbursement is presently estimated at $180,508,000 which includes $161,556,000 for water supply storage. The recreation and fish and wildlife reimbursement is estimated at $18,952,000 exclusive of interest and future recreation facilities and will be furnished by local interests subsequent to the completion of the project. The annual cost to local interests for maintenance, operation, and replacements is $250,000 for water supply and $1,108,000 for recreation for a total of $1,358,000.

STATUS OF LOCAL COOPERATION: The cities of Dallas and Denton, Texas, were designated as co-sponsors of the project by the Texas Water Rights Commission on 4 June 1969. Both cities have signed formal assurances, Dallas on 6 January 1975 and Denton on 18 September 1974, that they would provide the items required by local interests. Updated resolutions were passed by the cities of Dallas and Denton on 30 January 1980 and 22 January 1980, respectively. Water supply and recreation contracts with the cities of Dallas and Denton were approved by the Assistant Secretary of the Army on 16 September 1980.

COMPARISON OF FEDERAL COST ESTIMATES: The current cost estimate of $280,000,000 is the same as the last estimate submitted to Congress. The cost estimate reflects increases of $5,498,000 based on more detailed design of construction and relocations and $993,000 for Engineering and Design and Supervision and Administration based on reanalysis of requirements. These increases were offset by net decreases of $2,078,000 for favorable bids and $1,102,000 for estimated final cost of contracts, $104,000 based on reanalysis of remaining cost for lands, and $3,207,000 for adjustment in estimated inflation allowance through the construction period.

STATUS OF ENVIRONMENTAL IMPACT STATEMENT AND COMPLIANCE WITH CLEAN WATER ACT: The final Environmental Impact Statement was filed with the Council on Environmental Quality on 4 March 1974. An updated supplement was filed on 18 September

1975.

The provisions of Section 404 of the Clean Water Act have been met by a Section 404(b)(1) Evaluation Report signed by
the District Engineer on 12 September 1980 and a Water Quality Certificate has been received from the State.

OTHER INFORMATION: Funds to initiate preconstruction planning were appropriated in FY 1970 and for initiation of construction in FY 1975. Land acquisition was initiated in September 1980 and construction was initiated in September 1981. The State of Texas is currently negotiating with the Corps of Engineers for a recreation contract which will assume a portion of the recreation responsibilities for the cities of Dallas and Denton.
