There are authorized to be appropriated such sums as may be necessary to carry out the provisions of sections 31a-33 and 34-38 of this title. The Public Printer shall, on the first day of each regular session, report to Congress the exact condition and the quantity and cost of all printing, binding, lithographing, and engraving; the quantity and cost of all paper purchased for the same; a detailed statement of all proposals and contracts entered into for the purchase of paper and other materials, and for lithographing and engraving; a classified detailed statement of the number of hands employed and the sums paid to each; and such other information touching all matters connected with the printing office as may be in his possession. All work done in the said [Government Printing] offices shall be ordered on blanks prepared for that purpose by the Public Printer, which shall be numbered consecutively, and must be signed by some. one designated by the head of the department for which the work is. to be done, who shall be held responsible for all work thus ordered, and who shall quarterly report to the head of the department a classified statement of the work done and the cost thereof, which report shall be transmitted to the Public Printer in time for his annual report to Congress. The Public Printer shall show in detail, in his annual report, the cost of operating each departmental office.
