Notwithstanding any provision of existing law, the Secretary [of Agriculture] is authorized to make public such information as he deems necessary to carry out the provisions of this chapter [re Soil Conservation]. The Secretary shall transmit to the Congress a report, for the fiscal year ending June 30, 1937, and for each fiscal year thereafter, of the operations for such year under this chapter, which report shall include a statement of the expenditures made and obligations incurred, by classes and amounts. (b) The Comptroller General of the United States shall audit the transactions of the Corporation [Tennessee Valley Authority] at such times as he shall determine, but not less frequently than once each governmental fiscal year, with personnel of his selection. In such connection he and his representatives shall have free and open access to all papers, books, records, files, account, plants, warehouses, offices, and all other things, property, and places belonging to or under the control of or used or employed by the Corporation, and shall be afforded full facilities for counting all cash and verifying transactions with and balances in depositaries. He shall make report of each such audit in quadruplicate, one copy for the President of the United States, one for the chairman of the Board, one for public inspection at the principal office of the Corporation, and the other to be retained by him for the uses of the Congress:

(c) Annual financial statement to Congress.

In December of each year, the administrator shall file with the Congress, through the Secretary of the Interior, a financial statement and a complete report as to the transmission and sale of electric energy generated at the Bonneville project during the preceding governmental fiscal year. 20 U.S.C., § 28. Reports to Congress by Department of Health, Education, and Welfare.

The Department of Health, Education, and Welfare shall make an annual report to Congress, on or before December 1, on the administration of sections 11-15 and 16-28 of this title (vocational education) and shall include in such report the reports made by the State boards on the administration of said sections by each State and the expenditure of the money allotted to each State. TRANSFER OF FUNCTIONS

All functions of the Federal Security Administrator were transferred to the Secretary of Health, Education, and Welfare and all agencies of the Federal Security Agency were transferred to the Department of Health, Education, and Welfare by section 5 of 1953 Reorg. Plan No. 1.

22 U.S.C., § 262a. Contributions to international organizations; consent of State Department; reports to Congress; limitations as to certain organizations.

All financial contributions by the United States to the normal operations of the American International Institute for the Protection of Childhood, the Food and Agriculture Organization, the South Pacific Commission, the World Health Organization, and the International Labor Organization, which member states are obligated to support annually, shall be limited to the amounts provided in sections 269b, 272a, 280b, and 290b of this title: Provided, That contributions for special projects not regularly budgeted by such international organizations shall not be subject to the above limitation.

All financial contributions by the United States to international organizations in which the United States participates as a member shall be made by or with the consent of the Department of State regardless of the appropriation from which any such contribution is made. The Secretary of State shall report annually to the Congress on the extent and disposition of such contributions [United States contributions to international organizations]. The American group of the Interparliamentary Union shall submit to the Congress a report for each fiscal year for which an appropriation is made, including its expenditures under such appropriation. (June 28, 1935, ch. 322, § 2, 49 Stat. 426.)

22 U.S.C., § 278a. Annual report to Congress; examination of books and accounts.

The Gorgas Memorial Institute shall make to Congress annually, on the first Monday in December, a full report of the operation and work of the Gorgas Memorial Laboratory up to the first of November next preceding, and shall include therewith a complete statement of the receipts and expenditures of said laboratory for such fiscal year. The Foreign Service Buildings Commission and its functions were transferred to the Department of State with a provision that the "Commission shall exercise advisory functions but all other functions (including administrative functions) shall be exercised under the direction and supervision of the Secretary of State by such division, bureau, or office in the Department of State as the Secretary shall determine" by 1939 Reorg. Plan No. II, § 1(e), eff. July 1, 1939, 4 F.R. 2731, 53 Stat. 1432.

22 U.S.C., § 1439. Reports to Congress.

The Secretary [of State] shall submit to the Congress semiannual reports of expenditures made and activities carried on under authority of this chapter [United States information and educational exchange programs], inclusive of appraisals and measurements, where feasible, as to the effectiveness of the several programs in each country where conducted. 25 U.S.C., § 139. Appropriations for subsistence.

The Secretary of the Interior, under the direction of the President, may use any surplus that may remain in any of the appropriations for the purchase of subsistence for the several Indian tribes, to an amount not exceeding $25,000 in the aggregate, to supply any subsistence deficiency that may occur: Provided, That any diversions which shall be made under authority of this section shall be reported in detail, and the reason therefor, to Congress, at the session of Congress next succeeding such diversion. 25 U.S.C., § 157. Investments of stock required by treaties.

All investments of stock, that are or may be required by treaties with the Indians, shall be made under the direction of the President; and special accounts of the funds under such treaties shall be kept at the Treasury, and statements thereof be annually laid before Congress. (R.S. § 2095.)
