33 U.S.C., § 667. Annual reports.

Said [California Debris] commission shall submit to the Chief of Engineers, for the information of the Secretary of the Army, on or before the 15th day of November of each year, a report of its labors and transactions, with plans for the construction, completion, and preservation of the public works outlined in sections 661-685 of this title, together with estimates of the cost thereof, stating what amounts can be profitably expended thereon each year. The Secretary of the Army shall thereupon submit same to Congress on or before the meeting thereof. (Mar. 1, 1893, ch. 183, § 7, 27 Stat. 508.)

33 U.S.C., § 701. Flood control generally.

Examinations and surveys; details from Government departments; reports. *** Provided, That all reports on preliminary examinations [re flood control] hereafter authorized, together with the report of the Board of Engineers for Rivers and Harbors thereon and the separate report of the representative of any other department, shall be submitted to the Secretary of the Army by the Chief of Engineers, with his recommendations, and shall be transmitted by the Secretary of the Army to the House of Representatives, and are ordered to be printed when so made.

Reports by Board of Engineers for Rivers and Harbors.—In the consideration of all works and projects relating to flood control which may be submitted to the Board of Engineers for Rivers and Harbors for consideration and recommendation, said board shall, in addition to any other matters upon which it may be required to report, state its opinion as to (a) what Federal interest, if any, is involved in the proposed improvement; (b) what share of the expense, if any, should be borne by the United States; and (c) the advisability of adopting the project.

Aiding Committee on Public Works. All examinations and reports which may now be made by the Board of Engineers for Rivers and Harbors upon request of the Committee on Public Works relating to works or projects of navigation shall in like manner be made upon request of the Committee on Public Works on all works and projects relating to flood control. (a) Plans, proposals, and reports of Chief of Engineers, submitted to Congress.

Plans, proposals, or reports of the Chief of Engineers, Department of the Army, for any works of improvement for navigation or flood control not heretofore or herein authorized, shall be submitted to the Congress only upon compliance with the provisions of this paragraph. *** If such investigations in whole or part are concerned with the use or control of waters arising west of the ninety-seventh meridian, the Chief of Engineers shall give to the Secretary of the Interior, during the course of the investigations, information developed by the investigations and also opportunity for consultation regarding plans and

proposals, and to the extent deemed practicable by the Chief of Engineers, opportunity to cooperate in the investigations. ** Chief of Engineers shall transmit a copy of his proposed report to each affected State, and, in case the plans or proposals covered by the report are concerned with the use or control of waters which rise in whole or in part west of the ninety-seventh meridian, to the Secretary of the Interior. Within ninety days from the date of receipt of said proposed report, the written views and recommendations of each affected State and of the Secretary of the Interior may be submitted to the Chief of Engineers. The Secretary of the Army shall transmit to the Congress, with such comments and recommendations as he deems appropriate, the proposed report together with the submitted views and recommendations of affected States and of the Secretary of the Interior. The Secretary of the Army may prepare and make said transmittal any time following said ninety-day period. The letter of transmittal and its attachment shall be printed as a House or Senate document.

33 U.S.C., § 701b-7. Same; supplemental reports to Senate and House Public Works Committee.

After the Secretary of Agriculture has submitted to Congress a regular or formal report made on any examination or survey, pursuant to sections 701a, 701b, 701c, 701d-701f, and 701h of this title as supplemented, a supplemental, additional, or review report or estimate may be made if authorized by law or by resolution of the Committee on Public Works of the House of Representatives or the Committee on Public Works of the Senate. 33 U.S.C., § 989. Annual and special reports.

(a) The Corporation shall submit to the President for transmission to the Congress at the beginning of each regular session an annual report of its operations under this chapter.

(b) The [Saint Lawrence Seaway] Corporation, after July 17, 1957, shall submit special reports to the Congress whenever there is proposed a new feature, design, or phase of the seaway project, not heretofore included in estimates, or whenever there is proposed an abandonment of any feature, design, or phase, heretofore included in estimates, involving an estimated value exceeding one million dollars, and such special reports shall include justification for the modifications. 33 U.S.C., § 943. Annual Report.

The Secretary [of Labor] shall make to Congress at the beginning of each regular session a report of the administration of this chapter [Longshoremen's and Harbor Workers Compensation Act] for the preceding fiscal year, including a detailed statement of receipts of and expenditures from the funds established in sections 944 and 945 of this title, together with such recommendations as the Secretary deems advisable. 36 U.S.C., § 6. Reports; account audit by Department of Defense.

The American National Red Cross shall as soon as practicable after the first day of July of each year make and transmit to the Secretary of Defense a report of its proceedings for the fiscal year ending June 30, next preceding, including a full, complete, and itemized report of receipts and expenditures of whatever kind, which report shall be duly audited by the Department of Defense, and a copy_of_said report shall be transmitted to Congress by the Department of Defense. 36 U.S.C., § 28. Reports to Congress.

On or before the 1st day of April of each year the said Boy Scouts of America shall make and transmit to Congress a report of its proceedings for the year ending December 31 preceding, including a full, complete, and itemized report of receipts and expenditures, of whatever kind. 36 U.S.C., § 37. Reports to Congress.

On or before the first day of April of each year the corporation [Girl Scouts of the United States of America] shall make and transmit to Congress a report of its proceedings for the preceding fiscal year, including a full, complete and itemized report of receipts and expenditures of whatever kind. 36 U.S.C., § 49. Reports to Congress.

The said corporation [The American Legion] shall, on or before the 1st day of January in each year, make and transmit to the Congress a report of its proceedings for the preceding calendar year, including a full and complete report of its receipts and expenditures. 36 U.S.C., § 207. Reports to Congress.

36 U.S.C., § 546. Activities report to Congress.

On or before March 1, of each year the corporation [Sons of Union Veterans of the Civil War] shall report to the Congress on its activities during the preceding fiscal year. Such report may consist of a report on the proceedings of the National Encampment covering such fiscal year. Such report shall not be printed as a public document. 39 U.S.C., § 321j. Report to Congress by Postmaster General.

The Postmaster General shall report to the Congress and to the Bureau of the Budget within ninety days after the close of each fiscal year the number of envelopes, labels, wrappers, cards, and other articles bearing such penalty indicia procured or accounted for through him during such fiscal year by each executive department and agency, by each independent establishment, and by each organization and person authorized by law to use the penalty privilege. 39 U.S.C., § 902. Lease-purchase contracts.

(g) Congressional approval; submission of prospectus.

No appropriations shall be made for lease-purchase projects which have not been approved by resolutions adopted by the Committees on Public Works of the Senate and House of Representatives, respectively, within three years after July 22, 1954. For the purpose of securing consideration of said approval the Postmaster General shall transmit to each such Committee a prospectus of the proposed project ***

39 U.S.C., § 909. Annual report by Postmaster General.

The Postmaster General shall include in his annual report an account of transactions conducted during the applicable year pursuant to the provisions of this chapter [acquisition of post offices]. (July 22, 1954, ch. 560, title II, § 209, 68 Stat. 525.)

40 U.S.C., § 492 Reports to Congress.

The Administrator [of General Services] shall submit a report to the Congress, in January of each year and at such other times as he may deem it desirable, regarding the administration of his functions * * * together which such recommendations for amendments * * * he may deem appropriate as the result of the administration of such functions, at which time he shall also cite the laws becoming obsolete *** (June 30, 1949, ch. 288, title II, § 212, 63 Stat. 393; Sept. 5, 1950, ch. 849, § 5(a), 64 Stat. 580.)

The head of each executive agency responsible for the disposal of foreign excess property under this subchapter shall submit a report to Congress in January of each year or at such other time or times as he may deem desirable relative to its activities under this subchapter, together with any appropriate recommendations.

40 U.S.C., § 610. Report to Congress; uncompleted projects; building project surveys.

(a) The [General Services] Administrator shall submit to Congress each January, promptly after the convening of Congress, a report showing the location, space, cost, and status, of each public building the construction, alteration, or acquisition of which is to be under authority of this Act and which was uncompleted as of the date of the last preceding report made under this Act.

(b) The Administrator and the Postmaster General are hereby authorized and directed to make such building project surveys as may be requested by resolution by either the Committee on Public Works of the Senate or the Committee on the Public Works of the House of Representatives and within a reasonable time make a report thereon to the Congress. * (Sept. 9, 1959, Pub. 41 U.S.C., § 252 Purchases and contracts for property.

(c) Negotiated purchases and contracts for property; conditions.

All purchases and contracts for property and services shall be made by advertising, as provided in section 253 of this title, except that such purchases and contracts may be negotiated by the agency head without advertising if—

(11) the agency head determines that the purchase or contract is for experimental, developmental, or research work, or for the manufacture or furnishing of property for experimentation, development, research, or test: Provided, That beginning six months after July 1, 1949, and at the end of each six-month period thereafter, there shall be furnished to the Congress a report setting forth the name of each contractor with whom a contract has been entered into pursuant to this paragraph since the date of the last such report, the amount of the contract, and, with due consideration given to the national security, a description of the work required to be performed thereunder;

42 U.S.C., § 242e. Training of nursing teachers or supervisors.

(e) Conference; representatives; appraisal of traineeships; report and recommendations.
