* the Commission shall make public from time to time its recommendations as to the type and size of geographically and economically integrated public-utility systems which, having regard for the nature and character of the locality served, can best promote and harmonize the interests of the public, the investor, and the consumer. 15 U.S.C., § 80a-45. Reports by Commission; officers and employees of Commission.

(a) The [Securities and Exchange] Commission shall submit annually a report to the Congress covering the work of the Commission for the preceding year and including such information, data, and recommendations for further legislation in connection with the matters covered by this subchapter as it may find advisable.

15 U.S.C., § 182. Statistics of manufactures.

The Director of the Bureau of Foreign and Domestic Commerceshall collect, digest, and arrange, for the use of Congress, the statistics. of the manufactures of the United States, their localities, sources of raw material, markets, exchanges with the producing regions of the country, transportation of products, wages, and such other conditions. as are found to affect their prosperity. TRANSFER OF FUNCTIONS

The functions of all other officers of the Department of Commerce and the functions of all agencies and employees of such department were, with a few exceptions, transferred to the Secretary of Commerce, with power vested in him to authorize their performance or the performance of any of his functions by any of such officers, agencies and employees by 1950 Reorg. Plan No. 5, §§ 1 and 2, eff. May 24, 1950, 15 F.R. 3174, 64 Stat. 1263.

The Bureau of Foreign Commerce was established in 1953 by authority of 1950 Reorg. Plan No. 5.

15 U.SC., § 183. Report of statistics.

The Secretary of Commerce shall make a report to Congress on the first Monday of January in each year, containing the results of the information collected during the preceding year, by the Bureau of Foreign and Domestic Commerce, upon the condition of the manufactures, domestic trade, currency, and banks of the several States. and Territories. 15 U.S.C., § 184. Printing report on commerce and navigation.

The Secretary of Commerce shall cause the annual report on the statistics of commerce and navigation, required from the Director of the Bureau of Foreign and Domestic Commerce, to be prepared and printed according to law, and to be submitted to Congress at as early a day in each regular session as practicable, and not later than the first Monday in January. 15 U.S.C., § 186. Statistics of coasting trade included.

The annual report of the statistics of commerce and navigation shall state the kinds, quantities, and value of the merchandise entered and cleared coastwise into and from the collection districts of the United States. (R.S. § 338.)

15 U.S.C., § 714k. Records; annual report.

The [Commodity Credit] Corporation shall at all times maintain complete and accurate books of account and shall file annually with the Secretary of Agriculture a complete report as to the business of the Corporation, a copy of which shall be forwarded by the Secretary of Agriculture to the President for transmission to the Congress. TRANSFER OF FUNCTIONS

Functions of the corporations of the Department of Agriculture, the boards of directors and officers of such corporations, the Advisory Board of the Commodity Credit Corporation; and the Farm Credit Administration or any agency, officer, or entity of, under, or subject to the supervision of the Administration were excepted from the functions of officers, agencies, and employees transferred to the Secretary of Agriculture by 1953 Reorg. Plan No. 2, § 1, eff. June 4, 1953, 18 F.R. 3219, 67 Stat. 633.

15 U.S.C., § 717j. State compacts; reports on.

(a) In case two or more States propose to the Congress compacts dealing with the conservation, production, transportation, or distribution of natural gas it shall be the duty of the [Federal Power] Commission to assemble pertinent information relative to the matters covered in any such proposed compact, to make public and to report to the Congress information so obtained,

(b) It shall be the duty of the Commission to assemble and keep current pertinent information relative to the effect and operation of any compact between two or more States heretofore or hereafter approved by the Congress, to make such information public, and to report to the Congress, from time to time, the information so obtained, together with such recommendations as may appear to be appropriate or necessary to promote the purposes of such compact.

(c) In carrying out the purposes of this chapter, the Commission shall, so far as practicable, avail itself of the services, records, reports, and information of the executive departments and other agencies of the Government, and the President may, from time to time, direct that such services and facilities be made available to the Commission. TRANSFER OF FUNCTIONS

All executive and administrative functions of the Federal Power Commission were, with certain reservations, transferred to the Chairman of such Commission, with authority vested in him to authorize their performance by any officer, employee, or administrative unit under his jurisdiction, by 1950 Reorg. Plan No. 9, §§ 1, 2, eff. May 24, 1950, 15 F.R. 3175, 64 Stat. 1265.

16 U.S.C., § 455a. Reports to Congress.

Annually after December 1, 1926, the Secretary of the Army shall submit through the President to Congress a detailed report of progress made under sections 455-455c of this title, together with his recommendations for further operations. (June 11, 1926, ch. 555, § 2, 44 Stat. 727.)

TRANSFER OF FUNCTIONS

Administrative functions of certain national military parks and national monuments were transferred to Department of the Interior by Ex. Ord. No. 6166, § 2, June 10, 1933, and Ex. Ord. No. 6228, § 1, July 28, 1933.

16 U.S.C., § 570. Ascertainment by Secretary of Agriculture of public lands valuable for stream-flow protection and report thereof. The Secretary of Agriculture is authorized to ascertain and determine the location of public lands chiefly valuable for stream-flow protection or for timber production, which can be economically administered as parts of national forests, and to report his findings to the National Forest Reservation Commission established under section 513 of this title, and if the commission shall determine that the administration of said lands by the Federal Government will protect the flow of streams used for navigation or for irrigation, or will promote a future timber supply, the President shall lay the findings of the commission before the Congress of the United States. TRANSFER OF FUNCTIONS

All functions of all officers, agencies, and employees of the Department of Agriculture were transferred, with certain exceptions, to the Secretary of Agriculture by 1953 Reorg. Plan No. 2, § 1, eff. June 4, 1953, 18 F.R. 3219, 67 Stat. 633.

16 U.S.C., § 742h. Reports to Congress and the President.

(a) The Secretary of the Interior shall make an annual report to the Congress with respect to activities of the United States Fish and Wildlife Service under sections 742a-742j of this title, and shall make such recommendations for additional legislation as he deems neces

sary.

(b) The Secretary is authorized to make a report to the President and the Congress, and, when requested by the United States Tariff Commission in connection with section 1364 of Title 19, or when an investigation is made under the Tariff Act of 1930, the Secretary is authorized to make a report to such Commission, concerning the following matters with respect to any fishery product which is imported into the United States, or such reports may be made upon a request from any segment of the domestic industry producing a like or directly competitive product—

(1) whether there has been a downward trend in the production, employment in the production, or prices, or a decline in the sales, of the like or directly competitive product by the domestic industry; and

(2) whether there has been an increase in the imports of the fishery products into the United States, either actual or relative to the production of the like or directly competitive product produced by the domestic industry.

To make public from time to time the information secured hereunder, and to provide for the publication of its reports and investigations in such form and manner as may be best adapted for public information and use. The Commission, on or before the 3d day of January of each year, shall submit to Congress for the fiscal year preceding a classified report showing the permits and licenses issued under sections 791-823 of this title, and in each case the parties thereto, the terms prescribed, and the moneys received if any, or account thereof. Such reports shall contain the names and show the compensation of the persons employed by the Commission.

16 U.S.C., § 665. Investigations as to effect of sewage, industrial wastes; reports.

The Secretary of the Interior, through the Fish and Wildlife Service and the Bureau of Mines, is authorized to make such investigations as he deems necessary to determine the effects of domestic sewage, mine, petroleum, and industrial wastes, erosion silt, and other polluting substances on wildlife, and to make reports to the Congress concerning such investigations and of recommendations for alleviating dangerous and undesirable effects of such pollution. *** (Mar. 10, 1934, ch. 55, § 5, 48 Stat. 402; 1940 Reorg. 18 U.S.C., § 2075. Officer failing to make returns or reports.

Every officer who neglects or refuses to make any return or report which he is required to make at stated times by an Act of Congress or regulation of the Department of the Treasury, other than his accounts, within the time prescribed by such Act or regulation, shall be fined not more than $1,000.
