recapped total appropriations enacted to date for fiscal year 1976, including the transition quarter and fiscal year 1977; the actual expenditures from these appropriations through December 31, 1976; and the unexpended balances. To further assist the subcommittee in its analysis, our final table for each request will show annualized expenditures based on data as of September 30, and December 31, 1976. Therefore, we should only have to refer to the subcommittee print for the specific language of the bill and indepth legislative history.

SUPPLEMENTAL REQUESTS FOR 1977

We are requesting additional amounts for the pay raise granted last October for fiscal year 1977 and for program increases for certain offices of the House. The pay increase for House employees was comparable to the one approved for other Federal employees which ranged from 4.83 to 9.05 percent.

The 1977 program supplemental includes: $14.850 to cover the costs of House Resolution 8, and House Resolution 5 adopted January 4, 1977, increasing the pay level for certain employees under the leadership offices. The costs that affect other offices under these resolutions

will be absorbed from existing funds where there is more flexibility. Further, we request for allowances and expenses $1,229,000, including $659,000 for computer equipment and maintenance and $570,000 for salaries authorized by House Resolution. For joint items, we request for the Joint Committee on Congressional Operations, $179,750; and for the Joint Committee on Defense Production, $23,655.

These requests were submitted to the Clerk by the joint committees, and I understand you will have representatives from the joint committees appearing later.

I would like to place in the hearing record, Mr. Chairman, as has been customary, certain tables. One is a listing of the appropriations showing either the increase or decrease for fiscal year 1978. We normally include a table that shows all of the pay raises that have come to the House employees through the years. We have brought that up to date through October 1, and there is also a schedule of House resolutions showing what each resolution authorized and the estimated cost. If the Chair would like, I would include those in the hearing record.
