The fiscal 1977 appropriation contained 6-month funding for 13 new positions. The following amounts are requested and necessary to provide full-year funding for these positions in fiscal 1978.

To increase the number of commissioners to five as authorized by P.L. 94-553, dated October 19, 1976, and provide necessary secretarial and clerical support for accomplishing the goals and performing the functions of the Copyright Royalty Tribunal.
