Purchase, construct or otherwise acquire six family housing units for occupancy by NSA employees assigned to a field station. Four bedroom units will be acquired for civilian personnel who are of various GS grades.

JUSTIFICATION:

There is an extreme shortage of American style housing in this location, the cost of which continues to escalate at an alarming rate. Additionally, builders and landlords tend to sell for a quick profit in lieu of leasing. Purchase of permanent quarters is the logical solution to this problem. A formal economic analysis confirms that completion of this project will result in a substantial savings of Government funds.

Purpose and Scope

This program provides for alterations, additions, expansions,

or extensions to existing public quarters which will materially increase the useful life and livability of the units improved at a minimum of capital investment; includes minor construction or replacement to family housing units as authorized by 10 USC 2674.

Program Summary

Authorization is requested for:

(1) Various improvements to existing public quarters;
and

(2) Appropriation of $96,819,000 to fund these improvements,
to include $5,845,000 for minor construction.

A summary of the funding program for fiscal year 1982 follows:

These projects will correct deficiencies associated with units that were built many years ago, and hence do not meet present day criteria of livability. Projects provide for renovation of existing public quarters by modernization of kitchens (including installation of dishwashers) and bathrooms; provision of half baths, installation of central air conditioning and heating system, construction of patios, exterior storage facilities, and playgrounds. Also included is improvement of laundry rooms serving 1,600 units in Germany.

Funds will be used to accomplish Minor Construction projects on a worldwide basis which should not be delayed for inclusion in a future year program, are of such small magnitude that they are not included as a line item improvement, and exceed the administrative limitations for incidental improvements.

Energy conservation actions include wall and ceiling insulation, storm doors and windows, furnace auto-ignition and flue dampers, clock thermostats, and automatic temperature controls.
