Active/passive solar systems will provide a minimum of 35% of space heating and 45% of domestic water heating if cost effective. Any air and water emissions resulting from the project will meet applicable federal standards. The requirements of Executive Order No. 11296 (flood hazard) are not applicable. Currently, Beeville has less than 1% vacancy rate, with a waiting period of 12 to 14 months for units within apartment complexes. Accordingly, the future outlook for availability of adequate housing within the local commuting area for military personnel at Beeville is virtually nonexistent. Discussion with realtors, builders, and community leaders indicate this trend will continue. Occupancy of military quarters averages 99.25% and there are 224 on the waiting list (45 officers and 179 enlisted families). As of 31 January 1980 there were 18 families involuntarily separated | and 217 families occupying inadequate housing in the private sector of the community.
