his death was a retired member of a uniformed service:

a. Lawful wife.

b. Unremarried widow.

c. Lawful husband, if he is dependent on the retired member for over one-half of his support. d. The unmarried widower, if he was dependent on the retired member at the time of her death for over one-half of his support because of a mental or physical incapacity.

e. Unmarried legitimate child, including an adopted child or stepchild, who either:

(1) Has not passed his 21st birthday, regardless of whether or not he is dependent on the retired member;

(2) Has passed his 21st birthday but is incapable of self-support because of a mental or physical incapacity that existed before that birthday, and is, or was at the time of death of the retired member, dependent on him for over one-half of his support; or

(3) Has passed his 21st birthday but has not passed his 23d birthday and is enrolled in a full-time course in an institution of higher learning approved by the Secretary of Defense or Secretary of Health, Education, and Welfare, and is, or was at the time of death of the retired member, dependent on him for over one-half of his support.

f. A parent or parent-in-law who either:

(1) Is dependent on the retired member for over one-half of his support and is residing in a dwelling place provided or maintained by the member; or

(2) Was at time of death of the member dependent on him for over one-half of his support and residing in a dwelling place provided or maintained by the member.

9. Application for Identification Cards by Dependents of Retired Personnel. ID Cards cannot be issued by the Retired Activities Section. DD Form 1172, "Application for Uniformed Services Identification and Privilege Card," will be used to apply for issue or reissue of a DD Form 1173, the ID card for a dependent. DD Form 1172 can be obtained from any Armed Forces installation. Further, the Uniformed Services have agreed to assist each other in the issue of the DD Form 1173. Dependents

of retired members of the Air Force will obtain verification of the DD Form 1172 from any Air Force base before requesting issue of the DD Form 1173 from another uniformed service. The Air Force will determine eligibility, complete section IV and the applicable items of section II of the DD Form 1172, and return application to sponsor/applicant for presentation to any issuing agency.

a. Procedure. The above-mentioned form will be filled out in ink or by typewriter. He/ she will insure that all entries are correct and legible, that all boxes are accurately checked, and that item 21 is signed. Do not fill in blanks in section IV. The DD Form 1172 will then be submitted to the nearest Air Force base, in person or by mail with appropriate documentation.

b. Documentation. The application form will be accompanied by the following supporting papers, which will be returned on issuance of ID card:

(1) When retiree applies in person for eligible dependents, presentation of DD Form 2AF (Ret) is sufficient.

(2) When applying by mail, or eligible surviving dependents applying in person, copy of retirement orders. Verification of 8 or more years on active duty (other than for training) of a member entitled to and receiving retired pay as provided in 10 USC 1331, is required for authorization of dependents' medical care and must accompany the application. If retirement orders do not indicate whether 8 years of EAD were served, verification is obtained by the issuing agency.

(3) Copy of marriage certificate.

(4) When children are listed as eligible dependents, copies of birth certificates. Also attach adoption papers when applicable.

(5) When a child is over 21 and under 23 years of age, enrolled in a full-time course of study in an institution of higher learning, the applicant must certify that the dependent is a full-time student, state the date of enrollment and the planned graduation date.

(6) When a dependent is mentally or physically incapacitated and over age 21, a doctors' statement stating that the dependent is incapable of self-support by reason of mental or phys

ical incapacity that existed before attainment of age 21.

(7) For an adopted child for whom there are no properly certified adoption papers, a common-law spouse, a dependent parent or parent-in-law, a female member's dependent husband, or a spouse whose previous marriage ended in divorce granted by Mexico or other foreign country, attach a separate DD Form 1172 requesting a dependency determination by the Air Force Accounting and Finance Center. If applicable, attach a certified or photostatic copy of divorce decree, or if any of the above information has been previously furnished Air Force Accounting and Finance Center, reference to the date and place of submission may be made in item 18, "Remarks," DD Form 1172, in lieu of furnishing additional statements.

c. Where retiree and dependents are residing apart because of marital discord or Interlocutory Divorce, the lawful spouse may obtain DD Form 1172 from the nearest military installation. Where a child/children is residing with a guardian, divorced wife, or other person not eligible for an identification card the form may be obtained by an agent acting in behalf of the child/children. In both instances

PRIVILEGES OF BASE FACILITIES

11. Officer and NCO Open Messes. Retired personnel may be considered eligible for associate membership in officer and noncommissioned officer open messes as determined appropriate by the board of governors and as approved by the installation commander. Application for such membership will be made to the secretary-custodian of the open mess concerned. Warrant officers may be members of officer open messes only. In order to be authorized use of open mess facilities on an installation near their residence or while traveling, retired personnel must be associate members in good standing of an open mess and have a current membership card in their possession. 12. Commissaries, Exchanges and APOs: a. Retired members and their dependents have the privilege of making purchases in base exchanges and commissaries. They must first prove their eligibility by presenting their official identification card. Retired members will be identified by DD Form 2AF (Ret) or DD Form 1173. Dependents, including unremarried widows of deceased retired personnel, will use DD Form 1173 in proving their eligibility for using these facilities.

b. Retired personnel, their eligible dependents and survivors, when traveling or residing overseas normally will not be permitted to use commissary, exchange and APO facilities. In most cases, status-of-forces and bilateral agreements entered into by the United States and the host country provide that duty-free merchandise in commissaries and exchanges may be sold only to "members of the Armed Forces" and their dependents. Retired personnel, not otherwise serving with the U.S. Armed Forces overseas, are not "members of the Armed Forces" within the meaning of the agreements. Each retired member and his dependents should consider this, when planning a trip or preparing to reside outside the United States, and be fully

prepared to live independently of the military installations.

c. Treasury checks, certified checks, cashiers checks, bank drafts, travelers checks, postal or American Express money orders will be accepted in commissaries as stated in AFR 145-3, as amended. A personal check for the exact amount of a purchase will also be accepted subject to provisions of AFM 145-1.

d. There are a few exceptions to the above rulings and retired members should request authority to use these facilities from the commander of the theater in which he expects to reside or travel.

13. Use of Field Ration Dining Facilities:

a. Retired military personnel are not authorized to subsist in field ration dining facilities; the only exception being retired persons in a travel status aboard military aircraft. In these cases the installation commander may approve such service when an aircraft commander certifies they are passengers on a military aircraft and no other dining facilities are available.

b. The above restrictions also apply to Christmas and Thanksgiving dinner meals; however, there is no objection to a retired member being a guest of an active duty member or a civilian presently authorized to subsist in field ration facilities.

14. Military Theaters. Retired personnel and their dependents are entitled to use the motion. picture facilities at any military installation provided they present appropriate identification. Members of the households of retired personnel of the Armed Forces and their widows (not remarried) and minor children of deceased retired personnel may also attend provided they present proper identification. Identification will not be required of members of the household of military personnel when they are accompanied by such military personnel.

The term "proper identification" contemplates the use of any of the following:

a. For retired personnel, DD Form 2AF (Ret), or DD Form 1173.

b. For dependents, DD Form 1173. 15. Library Services. Libraries established and operated at each Air Force support base provide service to active duty personnel, their dependents, and civilians employed on the base. The provision of library service to other military connected personnel, which includes retired military personnel, may be authorized by a base commander if the resources and capabilities of the library permit.

16. Dependents' Schools:

a. In the United States, school-age dependents of retired personnel who reside with their parents on Federal property over which exclusive jurisdiction has not been ceded are entitled to the same educational privileges as dependents of members of the Armed Forces on active duty in similar situations. At installations where on-base schools are operated by the Air Force, school-age dependents of retired personnel who reside with their parents on the Federal property upon which the schools are situated are eligible to attend such schools.

b. In foreign oversea areas, school-age dependents of retired personnel who reside with their parents may attend dependents' schools if space is available. In such cases the parents will be required to pay the military department operating the school a sum that is equal to the per-pupil cost of the school or school system of which it is a part.

17. Clothing Sales Stores:

a. Upon presentation of proper identification, the following personnel are authorized to purchase clothing store items:

(1) Personnel of the Army, Navy, Marine Corps, and Air Force who are entitled to receive retired pay.

(2) Personnel of the Air National Guard and members carried on the USAF Reserve Retired List without entitlement to retired pay may purchase only distinctive Air Force uniform items.

b. Personnel may not purchase distinctive uniform items of service other than their own. All sales will be for cash (category 12).

18. Family Services Center. Retired personnel and their families are entitled to use the family services centers at Air Force installations. Further, wives of retired personnel may serve as volunteers in the program. The same services afforded active duty personnel are also available to retired personnel, i.e., assistance with any family emergency, use of items from the lending closet, use of any of the base brochures or oversea pamphlets available in the center, assistance in obtaining off-base housing, or any other given service which might be offered by a local installation.

19. CHAP (Children Have A Potential) Program. Retired from active duty personnel and their dependents, who have unmarried children who are emotionally disturbed or physically or mentally handicapped and are incapable of support, are eligible for assistance through the CHAP officer, who is located in the Personal Affairs Office. Financial assistance for handicapped children may be provided qualifying cases through the Air Force Aid Society (see paragraph 20, this chapter).

20. Air Force Aid Society. Retired from active duty Air Force personnel are eligible for assistance from the Air Force Aid Society (AFAS) through two separate funds:

a. The General Fund is used for emergency financial assistance in the form of grants and noninterest-bearing loans and is administered by the AFAS officer at each Air Force installation. Application may be made in person, by American Red Cross referral, or by letter. Retired from active duty members who require assistance should apply to the nearest Air Force installation AFAS office or the local chapter of the American Red Cross who will refer the request for assistance to AFAS, HQ USAF for consideration. Financial assistance is limited to emergency cases only and is restricted to cases not rightfully belonging to another agency. Types of cases normally handled through this fund are:

(1) Emergency medical, dental and hospital expenses.

(2) Assistance to dependents upon death

of the retired member.

(3) Limited assistance for burial expenses. (4) Emergency basic maintenance needs.

b. The educational fund is used to provide college scholarships or vocational training above high school level to unmarried dependent children of Air Force personnel who have not attained age 22 and whose parents would not otherwise be able to finance such education. Information and application for AFAS scholarship assistance can be obtained by writing directly to the "Air Force Aid Society National Headquarters, Stop 102, Wash DC 20333." Applications are available after 1 October for the academic year following and must be returned to AFAS National Headquarters by 31 January.

21. Laundry and Drycleaning. Retired personnel may patronize Air Force laundry and drycleaning plants.

22. Recreation Facilities. Retired personnel and their dependents may be authorized by the installation commander to use recreation facilities (gymnasium, bowling alleys, hobby shops, golf courses, swimming pools, etc.) if the resources and capabilities of the facilities permit and such use would not deny the facilities to active duty personnel and their dependents. 23. Legal Assistance. The Air Force Legal Assistance Program is available to retired personnel and their survivors to the extent that personnel and facilities are available. Assist

ance rendered to the retired member will not be in connection with matters relating to civilian employment or business matters. Assistance rendered to survivors will be confined to matters relating to benefits, entitlements, and insurance, accruing to survivors by reason of the military status of the deceased, and to preparing individual income tax returns.

24. Transient Quarters. Retired personnel and their authorized dependents may use BOQ, VOQ, TAQ, and guest house facilities, on a space available basis.

25. Base Chapels and Related Facilities. Retired personnel may attend religious services conducted in base chapels. Favorable consideration for other services requestedreligious education, pastoral counseling, etc.will be dependent on the availability of chaplains and the requirements of programs conducted primarily for active duty military personnel and their dependents. The Sacramental rites, where ecclesiastical jurisdiction is involved, will depend on the determination of the locally assigned denominational chaplain and the policy direction he has received from his denominational headquarters. The senior installation chaplain will determine the extent of services which can be rendered retired personnel dependent on available chaplains and chapel facilities.
