The subcommittee met, pursuant to recess at 12:05 p.m., in room 2300, New Senate Office Building, Senator Roman L. Hruska, presiding.

Also present: J. G. Sourwine, chief counsel; and John R. Norpel, Jr., director of research.

Senator HRUSKA. The subcommittee will come to order in executive session. The witness will please rise and be sworn.

Do you solemnly swear that the testimony you are about to give will be the truth, the whole truth, and nothing but the truth, so help you God?

Mr. BARRETT. Yes, sir.

Senator HRUSKA. You are aware you are under oath. You want that oath to attach to the contents of the statement, is that correct? Mr. BARRETT. Exactly, sir.

STATEMENT OF RICHARD BARRETT, SPEAKER AND FIRST OFFICER, AMERICA'S VICTORY FORCE HEADQUARTERS, JACKSON, MISS.

Mr. BARRETT. Mr. Chairman and members of the committee, I am grateful for the opportunity to testify before you. I particularly want to thank Senator Eastland and Mr. Sourwine and dedicate my remarks to the men of A Company, 1st, of the 7th Cavalry of the 1st Cavalry Division, the "fightingest" outfit in Vietnam, of which I was proud to be part.

I am Richard Barrett, a twice-wounded infantry veteran of the Vietnam war. I reside at 171 Horseshoe Circle, Jackson, Miss., and am employed by Dixie Design Co., an advertising firm in that city. I am also speaker and first officer of America's Victory Force, an organization primarily of Vietnam veterans, in six States and the District of Columbia, which was chartered in Alabama this year for nonprofit, charitable, educational, fraternal, and patriotic purposes, with headquarters in Jackson, Miss., and national field office in Washington, D.C.
