10. DESCRIPTION OF PROPOSED CONSTRUCTION

Acquisition of interest in approximately 445 acres of land.

SUBSTANDARD:

O AC.

11. REQUIREMENT: 12,200 AC. ADEQUATE : 11,700 AC. PROJECT: Acquires ownership of land. REQUIREMENT: Additional land to accommodate the TRIDENT II (D-5) mission at Kings Bay. Land acquisition is required for: (1) development of the site, (2) buffer areas with the surrounding private property, and (3) space so that explosive safety areas will not fall on to private property now under restrictive easement.

CURRENT SITUATION: The existing land held in fee simple and easements by the government does not provide adequate space for the contemplated development of the refit site. This project will not acquire in fee simple existing easements on state-owned marshland or land designated for turnover to the Department of the Interior as the Cumberland Island National Seashore.

IMPACT IF NOT PROVIDED: The strategic weapons area at Kings Bay cannot be developed to accommodate the TRIDENT II (D-5) missile.

ADDITIONAL: An economic analysis has not been prepared as there is no reasonable alternative to satisfy the requirement.

Electric power and communication systems; potable water distribution system expansion; hot and chilled water distribution systems; sanitary waste collection system expansion; two and four lane paved roads, railroad trackage, access drives, surface storm drainage; site improvement and fencing.

11. REQUIREMENT: VARIES.

PROJECT: Provides utility services, roads, and site improvements. REQUIREMENT: Adequate utility services and site improvements to support buildings and structures programmed for development of the East Coast TRIDENT Submarine Base. Provide basic utility and road infrastructure and site improvements before major building construction begins. This project

is critical to the continued orderly development of Kings Bay in the most economical manner possible.

CURRENT SITUATION: Roads and utilities do not exist as required to support programmed facilities.

IMPACT IF NOT PROVIDED: Road access, storm drainage, and utility services will not be available to facilitate building construction, or enable planned occupancy of new buildings; major construction sites will not be developed to permit the orderly start of operational buildings on schedule. ADDITIONAL: An economic analysis has not been prepared as there is no reasonable alternative to satisfy the requirement.
