REQUIREMENT: VARIES. PROJECT: Converts central heating plant to coal firing capability. Provides pollution abatement equipment to allow coal burning ecologically. Constructs steam distribution lines to the airfield and medical clinic. REQUIREMENT: Comply with national policy to convert to mcre readily available coal fuel and reduce dependency on oil. CURRENT SITUATION: The existing steam plant originally had the capability of burning oil or coal. However, the plant lacks pollution abatement facilities to burn coal ecologically. The condition of coal handling and burning equipment has deteriorated because of being dormant. IMPACT IF NOT PROVIDED: During periods of oil shortages and high cost the government will continue to burn expensive oil when lower cost, more plentiful coal is available.
