Upgrade heating and ventilation systems in three dining facilities

including air conditioning, piping, ductwork, insulation, controls, utility connections; range hoods in galleys.

SUBSTANDARD: 5,100 PN.

11. REQUIREMENT: 9,000 PN. ADEQUATE: 4,600 PN. PROJECT: Modernizes enlisted dining facilities. REQUIREMENT: Adequate dining facilities for assigned enlisted personnel; improve living standards in a hot and humid area.

CURRENT SITUATION: Dining facilities included in this project are the only ones at Parris Island not air conditioned. Mechanical and natural

ventilation are ineffective. Temperatures during summer months at the noon and evening meals normally exceed 900 F., and often 1000 F.

IMPACT IF NOT PROVIDED: Continued use of existing facilities. ADDITIONAL: An economic analysis has not been prepared as there is no alternative to satisfy the deficiency.

10. Mission or Major Functions: To develop, in coordination with agencies and representatives of the other services, the doctrine, tactics, techniques and equipment employed by landing forces amphibious warfare. Identify required study areas and initiate study agencies as appropriate. Educate officers in the principles, tactics and techniques of warfare with particular emphasis on amphibious operations and air-ground combat forces. Conduct officer training courses for newly commissioned officers and advanced training for company and field grade officers.

Alterations, conversion, and modernization of one building including partitions, ceilings, lighting, floor covering, heating and cooling, loading dock and canopy; new walk-in coolers and freezers, mechanical equipment, ice making equipment; utilities upgrade.

11. REQUIREMENT: 30,000 SF. ADEQUATE : O SF. SUBSTANDARD: 10,300 SF. PROJECT: Alters one building and provides cold storage and ice making facilities on the first floor; converts space on second floor to house administrative functions.

REQUIREMENT: Adequate cold storage facilities.

CURRENT SITUATION: Existing cold storage facilities consist of ten, World War II field reefers. The freezers are aging to the point that repair parts are no longer available.

IMPACT IF NOT PROVIDED: Mission impairment should the existing cold storage facilities experience partial or total failure, since there are no other cold storage facilities available to store perishable foods. ADDITIONAL: An economic analysis has not been prepared as there is no alternative to meet the requirement.
