PROJECT: Provides air pollution abatement facilities. REQUIREMENT: To continue the Navy's program for correcting, controlling, and preventing air and solid waste pollution at Naval installations, and to comply with Federal, state and local air quality standards and state solid waste implementation plans. CURRENT SITUATION: Facilities at Naval installations were often constructed with inadequate controls for meeting present day environmental quality standards. Hydrocarbons, carbon monoxide, particulate matter and sulfur oxides are still being emitted into the atmosphere in violation of pollution regulations. Open dumps are required to be upgraded to sanitary landfills. ADDITIONAL: This program complies with current air quality standards for the projects at their locations. PROJECT NUMBER VARIOUS The Clean Air Act Amendments of 1977, PL 95-95, reiterated the Congressional mandate to eliminate or reduce air pollution. State implementation plans have been formulated, and specific strategy to achieve the standards has been promulgated. Projects under this category will eliminate or reduce emission from steam and heating plant boilers, fire-fighting training schools, open sand-blasting and paint spraying operations, gasoline dispensing facilities, and industrial operations. The common pollutants include particulates, sulfur oxides, nitrogen oxides, hydrocarbons, photochemical oxidants (chiefly ozone) and carbon monoxide. All projects will be designed to the most stringent existing standard. In some instances, a notice of violation from the Local Air Pollution Board has been received by the activity. This can be expected to increase as air permits are processed with the States in accordance with the Clean Air Act Amendments of 1977. Solid Waste Disposal System Solid waste disposal spawns unsightly open dumps, and pollutes air, water, and land. In accordance with the Resource Conservation and Recovery Act of 1976, PL 94-580, and in response to Environmental Protection Agency guidelines for solid waste management, most states have developed comprehensive solid waste plans and adopted solid waste control laws. Naval installations presently violate these laws by continuing inefficient and improper methods of solid waste disposal. This project provides the most economical total disposal system, utilizing the latest technology, including prohibitions against air emission and control over landfill practices. When local conditions permit a more advantageous accomplishment of any portion of this project by connection to, utilizing or participating in a public system, the public system will be utilized. If a capital contribution to the cost of the public system is necessary, project funds will be used for such contributions. Specific work is defined by engineering studies. 11. REQUIREMENT: VARIES. At present, oil and fuel handling facilities at many activities have inadequate safeguards to prevent harbor waters from contamination due to oil spills. PROJECT TITLE WATER POLLUTION ABATEMENT FACILITIES 5. PROJECT NUMBER VARIOUS Sewerage System Some installations have sewerage systems that do not meet present day minimum water quality standards. The Clean Water Act of 1977, PL 95-217, requires every "point source" discharger to obtain a permit which specifies the allowable amount and constituents of the effluent. The permit also contains a schedule specifying the dates by which the discharger will achieve compliance. These projects provide improvements to sanitary sewage collection and treatment systems to satisfy the water quality criteria and permit requirements. Sewerage System. Housing units Marin-Southern Sonoma Wastewater Management Plan recommended the existing wastewater plant be abandoned and raw sewage pumped to Ignacio Sewage Treatment constructs gravity and force main sewage lines, and a pumping station for connection to the regional sewage treatment plant; provides right-of-way land |
