10. DESCRIPTION OF PROPOSED CONSTRUCTION Dwelling units will be three-story two-bedroom apartment type buildings, with carports. The design will include masonry constructed structures. provided with low temperature hot-water heating. Site work includes grading, paving, walks, landscaping, storm drainage, street lighting and all utilities except telephone service. Government furnished equipment consists of range, refrigerator, garbage disposal, hot water heater, dishwasher, and smoke detector. Passive solar assisted heating will be provided. a. Justification: Wildflecken Training Area (WTA) a satellite of 7th Army Training Command, is one of the major Army training areas in Europe. The installation is located 25 miles SE of Fulda, 45 miles North of Wurzburg and 20 miles from the East Germany border. Civilian population within the 25 miles radius is approximately 179, 500. WTA is in Bavaria in a rural agrarian area with no significant industry. Approximately 50 percent of community support housing is considered minimum quality construction by US standards. The majority of private dwellings areowner occupied with one floor of the house rented to US tenants. Majority desire long leases and three month rental security deposits. Many commercial and private businesses lease available community housing on a long term basis for their employees, creating high competition against military needs and restricting housing which is readily available to our service members. Service members are considered to be a poor risk by local business for the purchase of community housing due to their limited stay and relatively low pay in comparison to their German civilian counterparts. The proposed construction of 157 dwelling units will provide partial relief to a larger long range programming deficit of 357 dwelling units for eligible personnel. As of 31 January 1981 there were 90 families involuntarily separated and 95 families occupying substandard housing in the surrounding communities. Occupancy of the Army's inventory of 376 family housing units has been averaging 98.8 percent. Failure to provide critically needed housing will seriously impact on the mission of this key military installation, continue families involuntarily separated and could adversely effect the morale of assigned military personnel.
