10. DESCRIPTION OF PROPOSED CONSTRUCTION Construct, maintain, improve or repair access roads under provisions of the Defense Highway Act of 1941 and subsequent amendments. 11. DESCRIPTION OF PROPOSED CONSTRUCTION This item provides for planning, design and design site adaptations for projects which must be constructed prior to M-Day and for mobilization-unique facilities and standards to be constructed between M-Day and M + 180, in accordance with current mobilization and deployment plans. 11. REQUIREMENT: Funding is required to complete the development of a series of standardized expedient-type facilities drawings (M series) to replace outdated (1952) "E" series emergency drawings. Funds will also be used to initiate the development of facility-unique designs and to adapt M series drawings to site requirements. These funds represent the first year of a five-year program to meet known CONUS mobilization design needs to support $2.9 Billion of construction. The use of M series designs, and the pre-M-day planning and designs is intended to reduce mobilization construction response time by 90 days. In preparation for this effort, development of the M-series drawings has been initiated by using limited available funds. Additionally the Army has planned for FY 82 development of mobilization-related facilities and services to be used in support of this requirement. Failure to provide the requested funds would adversely impact upon the commitment to reduce mobilization construction response time and the ability to construct essential mobilization facilities within the first 180 days of mobilization.
