This project is required to provide a storage facility for
the Multiple Integrated Laser Engagement System (MILES)
scheduled for issue to the installation in FY 1982. MILES
is a system whereby weapons are equipped to fire lasers which
activate devices on targets thus scoring hits, the results of
which are electronically scored allowing realistic and
accurate evaluation of field exercises. Implementation of
the system is an element of the Equipment/Force Modernization
Program. There are no facilities of adequate size, permanent
or temporary, available for MILES storage purposes. Without
this project, MILES equipment will be stored in portions of
several dispersed temporary buildings thus adversely affecting
control of issue operations and compromising security.

This project is needed to provide adequate administration and storage space for a ground support rocket system unit to be activated at Fort Stewart in fiscal year 1985. No facilities exist that can be utilized by this unit for administration support. If this project is not provided, the Multiple Launch Rocket System battery will not have an adequate facility for administrative and supply purposes.

FY 1983 MILITARY CONSTRUCTION PROJECT DATA 22 Jan 1982.

This project is required to provide additional electric
power to Building 208 so that industrial machine tools can be
relocated from another building. Building 208 is one of the
most energy efficient buildings on the arsenal, and this
proiect if required to further a program to consolidate the
industrial operations into Building 208 and adjacent major
industrial buildings for more efficient building utilization.
Building 208 was constructed during World War II for use as
an assembly building. The current mission no longer requires
this large amount of assembly space. This project proposes
relocating a large number of machine tools from Ruilding 210,
South, an energy inefficient building. However, the electrical
distribution system servicing Building 208 is insufficient to
accommodate the modern machine tools to be relocated to the
building. This project is planned to allow future extensions
of the increased power provision to other buildings in
accordance with the master plan. Without this project, further
programmed consolidations of the industrial plant will be
severely limited with adverse impact on the arsenal's mission
effectiveness.

This project is required to conserve fuel oil by installation
of insulation, storm windows, and time clocks in 19 buildings
throughout the post. Work breakdown will include application
of insulation on the roofs of 4 buildings, exterior wall
insulation on 3 buildings, ceiling insulation in 11 buildings,
storm windows on 6 buildings and temperature set back time
clocks in 18 buildings. The estimated first year savings is
$223,000. The amortization period is 3.3 years. The estimated
MBTU energy savings per year per thousand dollars project cost
ratio is 42.

This project is required to provide suitable sites and
utilities services in order to install 30 Unit Conduct
of Fire Trainers (-COFT) adiacent to the primaary in-
struction facility. The J-COFT is a trainer that gives
officers and noncommissioned officers the opportunity
to train in all aspects of normal and degraded-mode
gunnery through the use of realistic, computer controlled
battle scenarios. The J-COFTs are configured to three
different tanks; i.e., ten each for the M-1, M60A3 and
M60A1. The trainers are programmed for delivery to Fort
Knox starting in October 1983. There are no areas
sufficiently developed at Fort Knox to provide parking
space and utilities services for these training vans.
Without this project, Fort Knox will be unable to install
and operate the J-COFTs upon their delivery resulting in
training deficiencies for the M-1, M60A3 and M60A1 tanks.

Correct Safety Deficiencies

This project is required to provide a safe electrical shop.
The present shop is located in a temporary-type World War II
vintage building which does not provide safe working or
storage areas. This impairs operational effectiveness. Work
hours must now be limited during inclement weather because of
health and safety conditions. Battery repair and charging areas
of the shop do not have exhaust, ventilation or deluge systems.

This project is needed to modernize enlisted barracks
Building 1681, constructed in 1966, to current criteria.
Additionally, air conditioning is needed to improve sleeping
conditions for night shift personnel who operate Defense
Communications facilities. The large open sleeping bays are
planned to be divided to provide privacy, fire safety, and
minimum comfort level. Buildings 1674, 1681, and 1430 are
currently in use as enlisted personnel barracks; Building 1674
was modernized in FY 73 MCA Project 873.100 and Building 1430
is programmed for modernization in FY 82 MCA Project 172.
Building 1681 does not conform to current minimum adequacy
criteria in that the large open sleeping bay-style rooms lack
privacy and general comfort, lighting and ventilation are
deficient and there is no air conditioning. Many of the
occupants are shift workers who rotate their work and sleeping
times. The open bay sleeping areas are not conducive to rest
or privacy, due to noise, continuous flow of occupants, and
poor temperature control. Without this project, Building 1681
will continue to cause poor morale with its detrimental effect
on reenlistment.

This project is required to provide four racquetball courts
and additional space for wrestling, boxing and the martial
arts for 36 company level units to be used for physical
training exercise and post level championship. Playing space
for racquetball is now met by three courts whose use as open
courts seriously restricts the intramural program. Wrestling,
boxing and the martial arts are housed in a temporary building
that is in an advance state of deterioration with inadequate
internal configuration. Failure to provide this project will
unfavorably impact on the physical training and organized
sports activities at this installation and contribute to
lowered troop morale.

A facility to house an Observed Fire Trainer (OFT) is
required at Fort Devens. The OFT simulates the delivery
of artillery through an entire terrain scene projected on
a screen. The training device is scheduled for delivery
to the installation in FY 1983. Recause of the general
shortage of permanent classrooms at Fort Devens, there
are no facilities that can be used to accommodate the
device upon its delivery to the post. Failure to provide
this facility will seriously jeopardize the deployment of
the device thus severely curtailing up-to-date artillery
training for artillery troops.

This project is required to conserve fuel oil by insulation
of 2,500 linear feet of existing steam and condensate lines
with fiberglass insulation covered with an aluminum jacket.
Deteriorated sections of lines will be replaced, condensate
lines will be installed where none exist and 6,500 linear
feet of insulated pipe will be installed to recover condensate
now wasted. Trenches and manholes will be improved to eliminate
water accumulation. The estimated first year savings is $140,000.
The amortization period is 3.5 years. The estimated MBTJ energy
savings per year per thousand dollars project cost is 36.
