10. DESCRIPTION OF PROPOSED CONSTRUCTION Specified and exigent construction projects within the concepts of Title 10 USC 2674 not otherwise authorized by law (except family housing) having a funded cost of $1,000,000 or less, including construction, alteration, or conversion of permanent or temporary facilities.
Title 10 SC 2674 provides authority to the Secretary of Defense and the Secretaries of the Military Departments to acquire, construct, extend, alter or install permanent or temporary facilities costing not more than $1,000,000 that are not otherwwise authorized by law. Included are: (1) funds for exigent construction, those items required for which a need cannot reasonably be foreseen nor justified in time to be included in this Military Construction, Army Program request; and (2) funds for specified projects, specifically identifed and listed on following pages.
This project is required to provide adequate maintenance facilities for the 74 vehicles to be assigned to the 12th Nuclear, Biological, Chemical Defense Company, to be activated at Fort Ord in September 1984. Presently, all existing adequate Tactical Equipment Shop facilities are fully occupied by units of the 7th Infantry Division, and none exist for units being activated under the Army's Force Modernization. Without this project, the 12th NBC Defense Company will be required to perform organizational vehicle maintenance in scattered inadequate and deteriorated World War II buildings resulting in inefficient operational maintenance and adversely affecting vehicle readiness.
This project is required to provide adequate administration and storage space for the 12th Nuclear, Biological, Chemical Defense Company, to be activated at Fort Ord in September 1984.
There are no adequate facilities available to meet this requirement. Inadequate and deteriorated World War II temporary buildings can only be utilized after extensive upgrade and repair work.
This project is required to conserve natural gas and electrical energy by retrofit actions in 120 permanent buildings throughout the post. Work will consist of installation of time clocks in 35 buildings and night temperature setback thermostats in 39 buildings. Gas burners will be modified from gravity to forced draft in 14 buildings and from gas pilots to automatic ignition in 8 buildings. Dampers will be installed and ducts insulated in 17 buildings. Domestic hot water heaters and water pipe insula-
tion will be installed in 17 buildings. Incandescent light fixtures will be replaced with fluorescent fixtures in 99 buildings. The estimated first year savings is $173,000. The amortization period is 2.7 years. The estimated MBTJ energy savings per year per thousand dollars project cost ratio is 72.
Company Administration and Supply
This project is required to provide an administration and supply building for a Field Artillery Rocket Battery. No adequate facilities are available for this unit which will be stationed at Fort Carson in fiscal year 1985. If this project is not approved, austere temorary type buildings constructed during World War II will require renovation for use by this unit.
This project is required to provide range-type perimeter fencing for the Pinon Canyon Training site and for wild- life management areas within the site. The perimeter fencing will indicate the physical extent of the training area and inhibit unauthorized entry; interior fencing will delineate soil and land management areas, and will provide wildlife movement corridors. The need for this project is supported by the Environmental Impact Statement prepared by Without the Pinon Canyon Land Acquisition (PN B502-281). this project, it will be impossible to keep the public commitments made in the Environmental Impact Statement and adverse environmental impacts will occur.
This project is required to conserve fuel oil and natural gas in 60 temporary and 8 permanent Series 600 buildings by installation of storm windows, automatic radiator valves with remote thermostats, caulking and weatherstripping doors and windows, and upgrade of heating system with pipe insulation and controls. The estimated first year savings is $98,000. The amortization period is 8.7 years. The estimated MBTJ energy savings per year per thousand dollar project cost ratio is 42.
This project is required to conserve fuel oil and natural gas by installing fiberglass and blown-in insulation in the ceilings of 10 permanent, 3 semi-permanent, and 131 temporary buildings. The estimated first year savings is $129,000. amortization period is 4.3 vears. The estimated MbTJ energy savings per year per thousand dollars project cost is 96.

This project is required to provide water for a new Brigade- size cantonment area. There are 25 projects programmed for the new cantonment area which are dependent upon this project for water supplies. The new cantonment area is a mile from the existing cantonment area and does not have a water distribution system. The new cantonment area cannot be built without the water distribution system provided by this project.
This project is needed to provide administration and supply facilities for a Nuclear, Biological and Chemical (NBC) Company, activated at Fort Stewart in 1981. No alternative facilities exist at this installation which can be utilized by this unit for administrative support. Without this project, the newly activated NBC Company will not have an adequate facility for administrative and supply purposes.
This project is required to provide organizational level maintenance facilities for a Multiple Launch Rocket System (MLRS) Battery to maintain their 13 tracked vehicles, 66 wheeled vehicles and 4 pieces of equipment. Maintenance facilities are used to capacity by units currently stationed at Fort Stewart. No facilities will be available for this unit when activated in the first quarter of FY 85. Without this project, maintenance facilities will not be available for the MLRS Battery when activated; adversely affecting equipment maintenance.
