10. DESCRIPTION OF PROPOSED CONSTRUCTION Construction of seven earth-covered ammunition igloos and a masonry guard house. Work includes provision of electric service and communications, installation of intrusion detection systems, paving, walks, curbs and gutter, storm drainage, security fencing with gates and site improvements. Not sited in a flood plain. 11. REQUIREMENT: 44 EA Adequate: 37 EA Substandard: None PROJECT: Construction of seven ammunition igloos at Peden Barracks. REQUIREMENT: This project is required to provide ammunition storage facilities in support of the Multiple Launch Rocket System (MLRS) battalion being deployed at the installation. CURRENT SITUATION: Ammunition storage facilities to accommodate MLRS requirements do not exist at Peden Barracks. There are 37 existing igloos at the installation; all are fully utilized by other units. The existing igloos are not configured to accommodate the storage of rockets. IMPACT IF NOT PROVIDED: Deployment of the MLRS will suffer serious handicaps that could jeopardize mission accomplishment. Temporary expedient means will be used to store the ammunition which will accelerate its deterioration from the elements and permit safety and security problems to develop. NATO INFRASTRUCTURE CATEGORY: This project is not within an established NATO Infrastructure Category (including the Reinforcement Support Category), for common funding nor is it expected to become eligible. 90-267 0-82-38 B. REQUIREMENT: This project is needed to provide adequate on-post housing for an ammunition company scheduled to be stationed at Kriegsfeld in support of the Multiple Launch Rocket System (MLRS). Additionally, the project will provide on-post housing to some of the 65-70 personnel who are required to live on the economy at scattered locations. The unit will provide ammunition support to missile systems. The on-post housing is needed so that adequate, centrally located, and affordable housing will be available for the currently assigned personnel and the MLRS ammunition company to be stationed at Kriegsfeld. CURRENT SITUATION: Present facilities are utilized to the maximum, and 65-70 personnel live on the economy in rented or leased apartments. The off-post apartments are scattered, expensive, difficult to find, and do not provide flexibility due to the rent or lease arrangements. There are no facilities on-post capable of being utilized as billets for the newly assigned troops in the MLRS ammunition company. 11. REQUIREMENT: (Continued) 5. PROJECT NUMBER 1B951-124 IMPACT IF NOT PROVIDED: The currently assigned personnel will continue to utilize all on-post billets and to enter into local economy rental agreements. The personnel to be assigned due to deployment of the MLRS will be required to seek limited housing available on the economy, if possible. Operational control will be extremely difficult; the soldier will be required to bear an expensive housing, food and transportation burden. Deployment of the MLRS will be jeopardized.
