10. DESCRIPTION OF PROPOSED CONSTRUCTION Construct a maintenance compound with
shop, storage house, maintenance sheds and supporting facilities. Not
sited in a flood plain. Demolish three buildings (35,096 SF).
11. REQUIREMENT: 130,792 SF Adequate: 79,100 Substandard:
PROJECT: Modernize maintenance facilities by constructing a maintenance
compound.

REQUIREMENT: This project is required to provide facilities for D
Company, 123rd Maintenance Battalion, 1st Armored Division, to perform
direct support maintenance. Equipment organic to D Company is 1 recovery
vehicle, 35 wheeled vehicles and 36 trailers. This project will also
provide hardstand for the 1/46th Infantry Battalion and the 1/35, 2/37th
and 2/81 Armor Battalions which maintain 383 combat vehicles, 287 wheeled
vehicles, 216 trailers and 12 fuel trucks.

CURRENT SITUATION: Ferris Barracks was constructed by the German
Government prior to World War II. The building currently used by D
Company to perform maintenance is functionally inadequate, and does not
conform to current safety, fire protection or energy conservation
standards. Of the 52,884 SF gross area, only 31,405 SF is usable; the
other square footage is attic or basement space. This building is
adjacent to a family housing area and indigenous housing which prevents
certain maintenance operations from being accomplished due to the noise
levels such maintenance would generate.
IMPACT IF NOT PROVIDED:

Existing facilities will continue in use
adversely affecting equipment maintenance and consequently mission
readiness.

Construct an addition to a tactical equipment shop (Ruilding 68, Conn Barracks) to provide maintenance areas, bridge crane, storage and administrative areas, aprons and supporting facilities. Not sited in a flood plain. Heating from an existing plant. 11. REQUIREMENT: 195,288 SF Adequate: 77,043 SP Substandard: 73,676 SF PROJECT: Construction of an addition to a tactical equipment shop. REQUIREMENT: This project is required to provide adequate facilities for the 2/64 and 3/64 Armor Rattalion to perform maintenance on their tracked vehicles.

CURRENT SITUATION: Building 68 is not large enough for these two battalions to maintain the 218 vehicles assigned to each hattalion. Additional space for maintenance, storage, administration and mechanical systems (exhaust and compressed air) is required.

TMPACT IF NOT PROVIDED: Existing facilities will continue in use
adversely affecting equipment maintenance and unit readiness.
NATO INFRASTRUCTURE CATEGORY: This proiect is not within an established
NATO Infrastructure Category (including the Reinforcement Support
Category), for common funding nor is it expected to become eligible.

10. DESCRIPTION OF PROPOSED CONSTRUCTION

Consolidate an existing heating plant, to include installing an automatic coal-fired boiler, distribution lines, coal bunkers, water treatment system, and supporting facilities. Five existing plants will be removed. New boiler will have a capacity of 23 Mega BTU.

11. REQUIREMENT: 68 MB

Adequate: None

Substandard: 77 MB

PROJECT: Consolidate an existing heating plant. REQUIREMENT: This project is required to consolidate the existing heating systems at Rivers Barracks to reduce the high energy consumption and labor intensive existing plants. The automatic coal-fired plant will reduce annual energy consumption by 8,670 MBTU per year and result in the elimination of three existing oil-fired plants and two coal-fired plants. CURRENT SITUATION: The existing manually operated plants are inefficient

and labor intensive.

IMPACT IF NOT PROVIDED: The existing plants will remain in use resulting in increasing labor and energy costs.

NATO INFRASTRUCTURE CATEGORY: This project is not within an established NATO Infrastructure Category (including the Reinforcement Support Category) for common funding, nor is it expected to become eligible.
