Construct a radar and data processing and test equipment building with air conditioning, raised flooring, radio frequency shielding, and overpressure protection. Facilities on Illegini Island to be modified or refurbished include Missile Assembly Building, Remote Launch Fauipment Building, Power Plant, Operations Building and instrumentation facilities. On Kwaialein Island, modify and/or refurbish engineering test support and Launch Operations Control Building and storage facilities. On both islands, refurbish supporting facilities. PROJECT: 11. REQUIREMENT: 47,067 SF Adequate: None Substandard: 36,141 SF Construction of a missile launch complex at Kwaialein Missile REQUIREMENT: This project is required to provide facilities to be used in testing of the Low Altitude Defense (LOAD) system. The LOAD test program is being developed with broad applicability to the defense of the Minutemen and the planned Missile Experimental deployments. This terminal defense weapon will employ short-range high acceleration interceptor missiles, a phased array radar and supporting computer, command, control and communication equipment. This proiect will enable the conducting of live fire, intercept missions to demonstrate, and evaluate LOAD system engagement operations performance. CURRENT SITUATION: Adequate facilities are not available at Kwaialein Missile Range to support the testing of the LOAD system. Most of the existing facilities on Illeginni Island have not been utilized since completion of the remote SPRINT Launch program in the early 1970s. No radar/data processing, tactical equipment or launch operations control facilities are available. IMPACT IF NOT PROVIDED: If this proiect is not approved, the overall LOAD system cannot be tested against live targets thereby negating the deployment of the system with any significant degree of confidence.
