REQUIREMENT: 41,769 SF Adequate: None Substandard: None PROJECT: Construction of a building to house the Electromagnetic Environmental Test Facility (EMETF). REQUIREMENT: This project is required to provide a building at Fort Huachuca for the EMETF contractor operations, to eliminate inefficient, undesirable and expensive features connected with the existing method of contracting for testing. EMETF will be a GOCO operation and is responsible for analyzing all Army electromagnetic environmental effects on electronic equipment being developed to operate properly without interfering with other friendly electronic equipment or in spite of enemy electronic warfare activities. CURRENT SITUATION: The US Army Electronic Proving Ground (USAEPG) at Fort Huachucal, operates the EMETF. The EMETF consists of contractor leased or owned facilities in Tucson, AZ, and an electro-optical test facility (tunnel) and administrative facility at Fort Huachuca, AZ. The geographical separation of these facilities has created operational difficulties which preclude conducting testing operations at maximum efficiency. These inefficiencies are caused from loss of direct control, lost time, temporary duty expense, and considerable travel time. contractor facilities and operations in Tucson, 78 miles from Fort The MAY Huachuca, are monitored and directed by USAEPG. These are the only facilities in the Army capable of electromagnetic environmental testing of tactical and selected strategic systems. Contracts for this testing are awarded for an average of three years, at which time the Government is faced with the expense of moving and adopting a different contractor facility to EMETF requirements. Much of the data connected with this testing is highly classified and requires Special Intelligence handling and storage. The existence of only one facility capable of performing contractor electromagnetic testing precludes the economic advantage of competitive contracting and gives the incumbent contractor a significant bid advantage. The economic analysis of alternatives shows that a great increase in efficiency is expected with this project, since all the responsible functions will be consolidated in one building at Fort Huachuca. IMPACT IF NOT PROVIDED: The existing situation will continue with the inherent inefficiency and excessive cost.
