Up-to-date, adequate, on-post barracks are needed to provide centrally located facilities, to assure available billet space, and to maintain operational control for personnel who are training at Fort Rucker. CURRENT SITUATION: Twenty-seven World War II temporary type mobilization buildings, built in 1942, are now fully occupied to house troops. These troops are in training courses on-post. The structures are bevond their economic and expected life, require continued maintenance and are highly inefficient energy-wise. Off-post housing does not offer lease flexibility for short term students, nor central locations for commuting.
