18 DESCRIPTION OF PROPOSED CONSTRUCTION

Construction of a permanent,

fire resistant air traffic control tower and support equipment building complete with required utilities services, fire protection, communications and site improvements. Not sited in a flood plain.

REQUIREMENT: 2,140 SF Adequate: None Substandard: 250 SF PROJECT: Construction of an air traffic control tower with support equipment building at Wainwright Army Airfield.

REQUIREMENT: This project is required to provide an adequate, permanent air traffic control facility to support elements of Army, Air Force and Bureau of Land Management and to be available for backup support of the International Airport at Fairbanks, Alaska. In addition to military operations and training missions, during the summer forest fire season, the Bureau of Land Management operates emergency fire suppressant aircraft out of this airfield. In 1980, this field handled 45,660 air flight operations.

CURRENT SITUATION: The existing aircraft control tower is attached to a wooden hangar building that is 35 years old. The tower is obsolete, too small, lacks environmentally controlled areas for proper equipment operation and requires costly and excessive maintenance and repair. In general, the facility is inadequate for the air traffic control function at the field.

IMPACT IF NOT PROVIDED: The present inadequate air traffic control tower at Wainwright Army Airfield will continue to be a detriment to mission accomplishment.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Construction of six ranges for combat training complete with required troop support buildings, required utilities and site work. Not sited in a flood plain

11. REQUIREMENT: 6 EA Adequate: None Substandard: 3 FA PROJECT: Construction of training ranges at Fort Wainwright.

REQUIREMENT: This project is required to provide facilities for training in all phases of combat arms for 5,000 troops stationed at the installation. New and increasingly lethal weapons systems entering the Army's inventory and increasing emphasis on training realism establish the need for adequate, up-to-date ranges on which personnel can be trained for combat readiness.

CURRENT SITUATION: Existing facilities for training were expediently constructed during World War II and have never been standardized. The basic 25M range does not meet current standards. There are no standard record fire qualification, M60 machine gun transition or hand grenade ranges on the installation. There are no light antiarmor or antiarmor tracking and live firing ranges in Alaska. The field artillery direct fire range is only 400 meters instead of the standard 1,000-meter range. The lack of required ranges and the deteriorated, substandard ranges available for use result in poor training of military personnel in a program that is considered mission essential.
