DESCRIPTION OF PROPOSED CONSTRUCTION Construction of 8.5 miles of new roadway and widening of 14 miles of existing roads within and around the present Fort Irwin cantonment area. New roadways will be bituminous paving over gravel base; outer looproads and the road from Fort Irwin boundary to the cantonment will have treated and compacted earth shoulders: and inner roadways will have concrete curbs and gutters. 11. REQUIREMENT: 22.5 MI Adequate: None Substandard: 14 MI PROJECT: Construct 8.5 miles of new roadway and widen 14 miles of existing roadway. REQUIREMENT: This project is required to furnish access to new and existing facilities at Fort Irwin with roadways which are adequate to support the operation and comply with national standards and practices. CURRENT SITUATION: Access to Fort Irwin is limited to Rarstow Road, a two-lane, 22 foot-wide roadway between Barstow and the Installation. The road bisects sales, administrative, housing, and bachelor quarters areas, and continues to the airfield and maneuver areas. All supply and troop movement including POL and ammunition must use this road. Primary roads within the installation cantonment area include Parstow, Langford Lake, and Goldstone Lake Roads, and 5th Street. Significant problem areas exist on segments of Barstow, Langford Lake and Goldstone Lake Roads due to inadequate capacity. Additional capacity problems exist at the Main Gate. This existing roadway network will be incapable of efficiently handling future traffic volumes generated as a result of the National Training Center. REQUIREMENT: (Continued) 22 Jan 1982 6. Not sited in a flood plain. Air Conditioning - 55 Tons. REQUIREMENT: 26,879 SF Adequate: 15,179 SF Substandard: 104,436 SF PROJECT: Construct a dining facility to accommodate 400 to 650 personnel. REQUIREMENT: This project is needed to provide the balance of the required enlisted personnel dining facilities for garrison personnel stationed at Fort Irwin as part of the new National Training Center (NTC). CURRENT SITUATION: Existing permanent facilities, when modernized, wil1 provide messing for approximately 1,000 enlisted personnel, which is below the total requirement. Existing temporary type structures cannot he upgraded to meet current DOD standards. There are no other facilities available to accommodate the balance of the 1,500 enlisted personnel dining requirement. IMPACT IF NOT PROVIDED: Temporary type structures that do not meet DOD criteria will be used at considerable upgrade and maintenance cost This will cause an inefficient food service operation and result in an adverse impact on personnel morale.
