This project is required to conserve coal and fuel oil by
installing indoor-outdoor temperature and response sensors and
thermostatic radiator control valves on 30 existing heating systems
at Smiley Barracks, Gerszewski Barracks, Rheinland Kaserne and
Neureut Kaserne. The control system will provide for temperature

set back during predetermined periods of non-occupancy. The estimated first year savings is $326,000. The amortization period is 4.0 years. The estimated MBTU energy savings per year per thousand dollars project cost ratio is 67.

10. DESCRIPTION OF PROPOSED CONSTRUCTION Various water pollution abatement measures including containment of hazardous chemical runoff and prevention of ground water contamination from sanitary landfill surface runoff. Type and scope of work varies, but proposed corrective actions are based on least costly means of meeting control criteria. Where permitted and advantageous, connection to a public system will be used. When a capital contribution to the public authority is required, project funds will be

used.

PROJECT: Construct facilities/systems for abating/controlling water pollution

REQUIREMENT: These projects are required to provide water pollution abatment, prevention and control measures at various installations to place them in compliance with Federal, state and local water pollution control regulations.

CURRENT SITUATION: All installations included in this request are in violationof Federal, state or local water pollution control regulations or laws.

IMPACT IF NOT PROVIDED: Installations must continue to operate in violation of water pollution control regulations.

Project provides for the construction of a sediment retention system for containment of hazardous chemical residues in Area 5 of the installation. The sediment retention system includes earth embankments, diversion channels, retention structure outlet works and emergency spillway and associated construction to preclude off-post migration of hazardous contaminants. This project is also required by the construction of Binary Munition Facility, PN 66.

Project includes construction of a system of surface runoff interceptor ditches over the existing landfill to prevent ground water contamination due to infiltration of rain water. Work includes reshaping and sealing of the landfill using clay materials and installation of gas vents in the areas of the landfill where decomposition is still active..
