10 DESCRIPTION OF PROPOSED CONSTRUCTION: Construct six 100,000 BBL JP-4 cut and cover type tanks. These tanks are to be constructed at Anderson AFB adjacent to Andy II Tank Farm. Also, include associated equipment and structures such as security fence, power, lighting, booster station at NAS with necessary piping & valves, fire protection and cathodic protection, waste fuel collection system, remote level readout with communication system, access roads and utilities for a complete usable facility. 11. REQUIREMENT: 600 MBBLS ADEQUATE: 0 SUBSTANDARD: 0 MBBLS PROJECT: This project will provide 600,000 BBL of JP-4 fuel storage capacity in 6 cut and cover type tanks with associated systems and equipment to be constructed at Anderson AFB.

REQUIREMENT: The FY 83 construction will be the first phase of a total requirement of 1,200 MBBL of JP-4 storage capacity. The second phase is planned for inclusion in the FY 84 program, but will be for a separate mission requirement and at a different location.

CURRENT SITUATION: There is a serious shortage of JP-4 storage capacity. The existing jet fuel storage facilities are inadequate to satisfy Air Force requirements and seriously affects wartime readiness. IMPACT IF NOT PROVIDED: Anderson AFB has a mission supporting SAC and other commands in the Far East and is one of the major refueling bases for aircraft enroute to the West Pacific from the United States. Failure to provide this tankage will seriously affect the capability to support mission requirements.

OTHER: A formal economic analysis was not prepared. Project is based on mission requirements.

10 DESCRIPTION OF PROPOSED CONSTRUCTION Construction of 500,000 barrels of storage to include floating pans, perimeter fire road, fire protection, connecting roads, bridges, fencing, electrical, cathodic protection, mechani cal, pipeline systems, communications with high level alarms, utilities, emergency generators, and procure other real estate requirements. PROJECT: Construction of jet fuel storage tanks complete with connecting distribution facilities at Osan (100,000 BBL), Suwon (100,000 BBL), Kunsan (100,000 BBL), and Taegu (200,000 BBL) Air Bases.

REQUIREMENT: Additional fuel storage capacity is required to support contingency operations plans. Fuel storage must be able to withstand high threat environment. This requirement is in addition to requirements contained in the Air Force Program.

CURRENT SITUATION: The total existing tankage is not adequate to provide storage for the required retail and wholesale product levels.

IMPACT IF NOT PROVIDED: Insufficient jet fuel storage capability would increase dependency on the rail or pipeline system, both of which are vulnerable to disruption. seriously curtailed.
