Funds will be utilized to cover non-eligible expenses in the following areas: host nation costs, life safety, functional utility/livability/ energy, administrative expenses, joint formal acceptance inspection and audit, currency fluctuation losses, and restoration floor.

11. REQUIREMENT: VARIES.

Required US funded support varies for each NATO project. This project will cover non-eligible expenses in the various categories to support NATO projects active in FY 1983 for which the United States is host nation.

Funds to be utilized under the authority of Title 31 USC 723 for advance planning, preparation of preliminary cost estimates, and final plans and specifications for Military Construction projects including regular program projects, minor construction, emergency construction, land appraisals, and special projects as directed. Engineering investigations, such as field surveys and foundations exploration, will be undertaken as necessary.

11. REQUIREMENT: VARIES.

All projects in the Military Construction Program presented for approval must be based on sound engineering and the best cost data available. For this reason, advanced planning to establish project estimates is prepared in advance of program submittal to the Congress. Based on this advanced planning, final plans and specifications are then prepared. Costs for planning and design are not included in the construction project cost estimates.

Under authority of Title 23 USC 210, to finance construction of: (1) new off-station entrances to Naval activities or new connections between Naval activities; (2) urgently needed improvements of existing highways serving Naval activities; (3) the Federal Government's share of cost of relocating highways severed by expansion or construction of new Naval facilities; (4) alterations to roads near Naval activities to accommodate special military vehicles; and (5) contractor damage to roads serving missile bases. Funds provided will be transferred to the Federal Highway Administration of the Department of Transportation which is responsible for assuring proper execution of the work.

11. REQUIREMENT: VARIES.

These funds are required to provide access roads under authorization contained in Title 23 USC 210, as amended. Access road items are required for construction, improvement, replacement or relocation of public highways necessitated by construction of new or expansion of existing Naval or Marine Corps activities which result in a sudden and significant impact on the adjacent highway system. Such items are also vital for relocation of highways to satisfy airway-highway or explosive-clearance criteria. Highways located within the boundaries of a military reservation are not eligible for financing from these funds. Projects in the regular Federal Aid Primary Systems are not normally considered eligible for financing with these funds (exceptions may occur for cases such as special vehicles, weapons safety, or other extraordinary impact generated by Navy requirements).

Provides for special projects for which an unpredictable need may rise during Fiscal Year 1983. Temporary or permanent public works will be acquired, constructed, converted, rehabilitated, or installed as necessary. Related activities which may be undertaken incident to completion of emergency projects are: the acquisition of land, site preparation, com struction of appurtenances and utilities, and the procurement of equipment. 11. REQUIREMENT: The proposed FY 1983 construction legislation provides, within a $20 million ceiling, for the establishment or development of Navy (including Marine Corps) installations and facilities made necessary by changes in Navy missions and responsibilities which have been occasioned by: a) unforeseen security considerations, (b) new weapons developments, (c) new and unforeseen research and development requirements, (d) improved production schedules, or (e) revisions in installation tasks, functions, or environmental considerations. Such authorization is to be available if the Secretary of Defense determines that deferral of such construction for inclusion in the next military construction authorization act would be inconsistent with interests of national security. In connection therewith, authorization is available to acquire, construct, convert, rehabilitate or install permanent or temporary public works, including land acquisition, site preparation, appurtenances, utilities and equipment: PROVIDED, that the Secretary of the Navy, or his designee, shall notify the Committees on Armed Services of the Senate and the House of Representatives, immediately upon reaching a final decision to implement, of the cost of construction of any public work undertaken under this section, including those real estate actions pertaining thereto.
