One-level reinforced concrete frame building, concrete foundation and floor, structural tile walls with stucco, built-up roof on rigid insulation over concrete, fire protection and refrigeration systems, air conditioning, utility connections; space for freeze and chill rooms, administration, receiving area, platform; demolition of one building.

11. REQUIREMENT: 4,700 SF. ADEQUATE: 0 SF. SUBSTANDARD: 2,000 SF. PROJECT: Provides cold storage warehouse.

REQUIREMENT: Cold storage warehouse is required to freeze and chill perishable sustenance in support of on-base dining facilities and fleet resupply. Because of the total absence of alternative commercial dining facilities close to Sigonella, there is no substitute for complete on-base food storage capability in support of dining facilities serving nearly 3,000 military personnel.

CURRENT SITUATION: Approximately 135 stock items are maintained; however, only 42 can be maintained on-base in small quantities in the six existing portable refrigeration units. The remaining stocks are located 16 miles from the station in an inadequately-secure, commercially-leased facility subject to power outages and strikes. Full stock levels cannot be maintained and essential foodstuffs are often not available to meet base demand.

IMPACT IF NOT PROVIDED: Continued use of portable on-base facilities; dependence on a commercial facility containing 69% of the required items for on-base dining and fleet supply.

ADDITIONAL: An economic analysis has not been prepared as this project is not being justified on the basis of expected savings. The benefits are this project will correct an intolerable situation and ensure that proper meals can be served to this population as well as provide priority fleet resupply capability. Prefinancing under NATO procedures is not planned for this project as it is not within an established NATO infrastructure category for common funding, nor is it expected to become eligible.

Steel-frame buildings, plaster walls, tile floors and roof, fire protection system, elevators, utilities; buildings conversion, and partial removal; 144 bedrooms with private bathrooms, lounges, laundry, storage, vending, mechanical equipment; demolition of two buildings.

Grade mix: 60 E1-E4, 156 E5-E6, 46 E7-E9. Total: 262.

11. REQUIREMENT: 2,111 PN. ADEQUATE : 1,579 PN. SUBSTANDARD: 0 PROJECT: Provides adequate billeting for 262 unaccompanied enlisted personnel and a new enlisted dining facility.

REQUIREMENT: Adequate housing and dining facilities for unaccompanied enlisted personnel.

CURRENT SITUATION: A deficiency of 532 adequate billeting spaces causes overcrowding with some personnel having only about half the space needed for adequate billeting. Many personnel must be housed in commercial hotel facilities 20 miles away because of insufficient adequate berthing on station or in the immediate geographic area.

IMPACT IF NOT PROVIDED: Degrade safety, productivity, morale, health of personnel, and Navy's career retention efforts.

ADDITIONAL: An economic analysis has not been prepared as there is no alternate solution for providing adequate housing and dining facilities. Prefinancing under NATO procedures is not planned for this project, as it is not within an established NATO infrastructure category common funding, nor is it expected to become eligible.
