PROJECT: Provides an addition and alterations to existing facilties for a shipboard environmental simulation facility to evaluate weapon security systems for shipboard use. REQUIREMENT: Adequate facilities for testing and evaluating Navy's vulnerability of shipboard nuclear weapons to theft, sabotage, or any other form of compromise in an attempt to coerce or embarrass the United States by neutralizing and/or overcoming physical security. This facility will provide realistically configured shipboard model to simulate a composite of those spaces crucial to nuclear weapon security. CURRENT SITUATION: The present security system was designed to meet the security needs of the mid-1950's. However, this system is not adequate to counter the increasingly sophisticated threats to shipboard nuclear weapons in today's politically unstable world. Terrorist activity and disloyal crew incidents have greatly increased. These groups often have the expertise required to defeat present security system. ADDITIONAL: An economic analysis was made comparing life-cycle costs of testing as provided by this project to testing aboard a dedicated ship.
