CURRENT SITUATION: Existing facility functions are dispersed in various spaces, individually deficient in area and functional arrangement. Equipment is old and obsolete. Electrical capacities are inadequate. Adequate and dependable emergency power does not exist. IMPACT IF NOT PROVIDED: Existing equipment and functional layouts preclude efficient and dependable traffic controls for orderly and safe aircraft movements; possible serious aircraft mishaps.
