20 1 this title, or by a wage board or similar administrative au2 thority serving the same purpose, is entitled to overtime pay 3 for overtime work in excess of 8 hours a day or 40 hours 4 a week.". 5 SEC. 6. Section 6101 (a) (1) of title 5, United States 6 Code, is amended by inserting "other than an employee 7 whose pay is fixed and adjusted from time to time in accordance with prevailing rates under section 5343 of this title 8 9 10 11 12 or by a wage board or similar administrative authority serving the same purpose" immediately preceding the period at the end thereof. SEC. 7. (a) Section 6102 of title 5, United States Code, 13 is repealed. 14 15 17 (b) The analysis of chapter 61 of title 5, United States Code, is amended by striking out 16 6102. Eight-hour day; 40-hour workweek; wage-board employees.". SEC. 8. Section 7154 (b) of title 5, United States Code, 18 is amended by striking out "subchapter III of chapter 53" 19 and inserting "subchapters III and IV of chapter 53" in 20 place thereof. 21 225 SEC. 9. (a) An employee's initial rate of pay on con22 version to a wage schedule established pursuant to the 23 amendments made by this Act shall be determined under 24 conversion rules prescribed by the Civil Service Commission. 25 The amendments made by this Act shall not be construed 21 1 to decrease the existing rate of basic pay of any present 2 employee subject thereto. 3 (b) The amendments made by this Act shall not be 4 construed to affect agreements presently in effect as a result 5 of negotiations between departments and agencies of the 6 Government of the United States, or subdivisions thereof, 7 and organized employees. It is the intent of this Act that 8 through negotiations between the Commission, the heads 9 of those agencies referred to in clauses (i)-(viii) of section 10 5102 (a) (1) of title 5, United States Code, and the or11 ganized employees, that, in due time, wherever feasible, all prevailing rate employees be covered by the amendments 13 made by this Act. 12 14 SEC. 10. (a) Subchapter V of chapter 55 of title 5, 15 United States Code, relating to premium pay, is amended 16 by adding at the end thereof the following new section: 17 "§ 5550. Pay for Sunday and holiday work; employees of nonappropriated fund instrumentalities, Vet 18 19 20 22 erans' Canteen Service "An employee of the Veterans' Canteen Service, Vet21 erans' Administration, or an employee paid from nonap22 propriated funds of the Army and Air Force Exchange 23 Service, Army and Air Force Motion Picture Service, Navy 24 Ship's Stores Ashore, Navy exchanges, Marine Corps ex25 changes, Coast Guard exchanges, or other instrumentalities 22 1 of the United States under the jurisdiction of the armed 2 forces conducted for the comfort, pleasure, contentment, and 3 mental and physical improvement of personnel of the armed 4 forces 5 6 7 8 9 10 11 12 13 14 15 16 "(1) whose regular work schedule includes an 8hour period of service, a part of which is on Sunday, is entitled to additional pay at the rate of 25 percent of his hourly rate of basic pay for each hour of work per formed during that 8-hour period of service; or "(2) who performs work on a holiday designated by Federal statute or Executive order, is entitled to pay at the rate of his basic pay, plus premium pay at a rate equal to the rate of his basic pay, for that holiday work which is not in excess of 8 hours or overtime work for such employee.". (b) The table of sections of subchapter V of chapter 55 17 of title 5, United States Code, is amended by adding at the 18 end thereof 1920 "g 5550. Pay for Sunday and holiday work; employees of nonappropriated fund instrumentalities, Veterans' Canteen Service.". SEC. 11.
