Under the previous organization and the previous budget, that was regarded as mining technology, but in the combining and consolidation that we have done-

Mr. YATES. Well, in order to understand this budget and your new titles, as opposed to your old titles, all we have to look at is the subtotal for minerals research, which shows that your request of $92 million was cut to $70 million. Right?

Mr. BROWN. That's correct.

Mr. YATES. And when we come down to-well, that's where your major cut took place, isn't it. In research. There's that $20 million reduction.

Mr. BROWN. In terms of what the various request levels were, those were where the reductions occurred.

Mr. YATES. And that's the place that ought not to have been cut, isn't it? You should have cut Dr. Morgan's place instead, shouldn't you?

Mr. BROWN. Well, I hope he doesn't-[Laughter.]

Mr. YATES. Well, Dr. Morgan, you did very well, according to what I see here.

He asked for what, $34,969,000?

Mr. BROWN. No, John-Dr. Morgan-is the Chief Staff Officer, and he oversees the Mineral Institutes program of the Bureau, Mr. Chairman. He does not have direct programmatic responsibility.

Mr. YATES. I thought he was over the minerals and materials information and mineral and materials data analysis.

Mr. BROWN. No, that is Dr.

Mr. YATES. He used to be, didn't he?

Mr. BROWN. I think in one of his prior incarnations-

Mr. YATES. I know you're here, Dr. Morgan, and usually you're up there with a whole raft of charts, showing what's been happening in the field of minerals, and how you're doing-how we're doing prospecting the Russians.

Dr. MORGAN. We have that if you wish it, sir.

Mr. YATES. Well, how are you faring in your budget? Do you need any more money?

Dr. MORGAN. I think Mr. Brown had better answer that. [Laughter.]

Mr. YATES. Well, Dr. Morgan, should I not ask you whether you agree with Mr. Brown? [Laughter.]

Dr. MORGAN. I agree with him fully, sir. [Laughter.]

Mr. YATES. Well, how much money is available to you, Dr. Morgan?

Dr. MORGAN. Well, let me make it clear, as Mr. Brown said. The budget subhead of information and analysis is under a new associate director. Dr. Enzer is the acting associate director. He has responsibility for that budget.

What I do is to draw from them the information for the overall situation which we have presented to you in the past. I personally have only a very modest staff of two professionals and a secretary. But I oversee all sorts of things that go on in the Bureau of Mines. Mr. YATES. Oh. You're the utility interest. [Laughter.]
