SUBJECT: Report on the Ports on the Delaware River below and above
Philadelphia, Pennsylvania

There is transmitted herewith a report on the Ports on the Delaware River below and above Philadelphia, Pennsylvania; this report is a revision of Port Series No. 30 which was last published in 1938. The present report was prepared by the Corps of Engineers, Department of the Army and the United States Maritime Commission as a result of the cooperation prescribed by Section 8 of the Merchant Marine Act, and in compliance with the terms of Section 500 of the Transportation Act of 1920.

2. In accordance with the agreement for cooperation between the two agencies, the report is presented in two parts, Part I of which was compiled by this office and Part II by the United States Maritime Commission. The information in Part I covers port and harbor conditions, fuel and supplies, port and harbor facilities, railroad services and rates, and detailed statistics of the water-borne commerce of the port for a 4-year period. Part of the information for this report was supplied by the Philadelphia District, Corps of Engineers, and the remaining data were secured by representatives of the Board of Engineers for Rivers and Harbors, who made personal inspections of the facilities at the ports.

3. In view of the value of the assembled information to commerce and shipping it is recommended that the report be printed with the accompanying illustrations.

Section 8 of the Merchant Marine Act of 1920 requires the United States Maritime Commission in cooperation with the Secretary of the Army, to investigate port facilities and the flow of commerce through ports in order to encourage their use by vessels engaged in the domestic and foreign trades of the United States.

Under the cooperative arrangement with the Board of Engineers for Rivers and Harbors, the revision of this volume on Ports on the Delaware River below and above Philadelphia, Pennsylvania, which is Port Series No. 9, has been completed. In accordance with the arrangement between the Department of the Army and the Maritime Commission, the material on port customs and regulations, port administration, port labor and methods employed in handling cargo, port and terminal services and charges, steamship services, rates and rate conference, and territory tributary was prepared in the Port Survey Section of the Port Development branch of this Division by Donald W. Allman.

Recommendation is made that this material, the manuscript of which is transmitted herewith, be approved for publication.

INTRODUCTION

This report on the Ports on the Delaware River below and above Philadelphia, Pa., is published as No. 9 of the Port Series and supersedes a similar report published in 1938 as Port Series No. 30. The reports in the Port Series cover the principal United States seaports and are compiled and published jointly by the Department of the Army and the United States Maritime Commission, under authority of Section 500 of the Transportation Act and Section 8 of the Merchant Marine Act of 1920.

The Department of the Army is charged by law with the planning and improvement of our harbors and navigable channels and, jointly with the Maritime Commission, is required to undertake investigations of ports and terminals and of the territory tributary to ports and to advise with communities regarding the appropriate location and plan of construction of wharves, piers, and water terminals; to investigate the practicability and advantages of harbor, river, and port improvements; and to investigate any other matter that may tend to promote and encourage the use by vessels of ports adequate to care for the freight which would naturally pass through such ports.

Acknowledgment is made of the assistance rendered by various port organizations, shipping and transportation companies, facility owners, city officials, and other local interests in the work of compiling data for this report.
