Special rules and charges apply on coal and coke, fresh fruits and vegetables, and seeds, which in some cases are the same as or similar to the foregoing regulations and charges on general traffic. C. C. 2711. TRANSIT PRIVILEGES Marcus Hook, Chester, and Trenton are the only ports covered in this report at which the railroads accord transit privileges on general carload traffic. Numerous rules and charges are published governing these privileges at the ports but in a limited way the following charges applicable at these ports will illustrate the scope and value of these privileges to the shippers. Marcus Hook and Chester. - Petroleum lubricating oil or petroleum grease, originating in defined territories, may be stopped in transit at Marcus Hook and Chester for filtering, mixing, blending, and packing in barrels, drums, cans, on the basis of the through rate plus a transit charge of 2 3/4 cents per 100 pounds. The same privilege is accorded petrolatum and petroleum wax at a transit charge of 4 cents per 100 pounds. This privilege applies specifically on shipments reforwarded through the terminals of the Pennsylvania Railroad or the Reading Railway System at Philadelphia for export or coastwise movement. The Reading Co. and the Pennsylvania Railroad provide that balsa Trenton. wood, when originating at stations within New York Lighterage limits, may be stopped at Trenton for storage and reforwarded to stations in specified territory at a transit charge of 4 cents per 100 pounds, minimum charge $8.66 per car. The time for reforwarding this commodity is 12 months. The Reading Co. publishes a transit arrangement whereby crude rubber originating in defined territory may be stopped at Trenton for washing and drying at a transit charge of 4 cents per 100 pounds, the time limit being 12 months. The Pennsylvania Railroad provides for storage in transit of iron and steel articles at Trenton when such shipments are to be reforwarded for export. The time limit for this storage is 6 months and the transit charge is 4 cents per 100 pounds. Additional information concerning these and other transit privileges at Marcus Hook, Chester, and Trenton is given in Reading Co. tariff, I.C.C. 2214 and Pennsylvania Railroad tariff, I.C.C. 2700. MISCELLANEOUS CHARGES Special freight train service at New Castle, Marcus Hook, Chester, and Trenton is provided by the Pennsylvania Railroad and the Reading Co. at a charge of $3.44 per train mile, minimum charge $137.50. Weighing. At New Castle, Marcus Hook, Chester, and Trenton the Pennsylvania Railroad and the Reading Co. charge 86 cents or $1.86 per car for weighing both inbound and outbound cars on private scales located at the industry, depending upon whether the weighing is done before or after placement. On other private scales, the charges are $1.86, $4.34, or $8.66 per car, depending upon the distance of the scales from the shipper's plant. On railroad company scales, the charge on both inbound and outbound traffic is $1.86 or $4.34 per car, depending upon when weighing is done.
